FLETCHER: The diagram I got from the Highway Department <br />shows the sidewalk going to a point 150 feet east of Asbury. <br />I stand corrected by what you show there. <br /> <br />MR. HONCHELL: The hearing we had on C-2 was fairly recent <br />and their drawings had to be made well in advance and be ready <br />for the contractors to pick up the drawings, but we're not going to <br />be requesting them to construct that portion of the sidewalk <br />that would be on the C-2 frontage in front of your church <br />because it now leads to nowhere. <br /> <br />MR. FLETCHER: My next question is, with the sidewalk <br />ending where it will, would the church still be assessed for the <br />sidewalk portion? <br /> <br />MR. HONCHELL: Yes, because they're now the abutting property <br />of the Snelling frontage road where it has the piece coming <br />out there. With the acquisition of that by the state, that's <br />equivalent of right-of-way, and just as the other people are <br />adjacent to right-of-way, the church is now adjacent to <br />right-of-way as well along Snelling. <br /> <br />MR. FLETCHER: That's very interesting. I guess I'll let <br />my church (inaudible) as to whether the church should be <br />assessed for the sidewalk. <br /> <br />MAYOR DEMOS: How long a piece is that? <br /> <br />MR. HONCHELL: Roughly 200 feet. <br /> <br />COUNCILMAN ANDERSON: Does the church also get that property <br />to mow? Is that going to be grass? <br /> <br />MR. HONCHELL: The Highway Department will be the official <br />owner of the right-of-way. The city is going to end up being <br />the maintaining agency of the frontage road if and when it gets <br />constructed, and that would include the boulevard to the east <br />up to the property line. <br /> <br />MAYOR DEMOS: Anyone else that wishes to be heard? Anyone <br />else that wishes to be heard on this? If not, I will close <br />the hearing. <br /> <br />MR. ANDRE: The benefits that the gentleman was alluding <br />to - that determination will be made at the assessment hearing <br />and the Council ~ould make a determination as to what the benefits <br />were or were not then. <br /> <br />MAYOR DEMOS: The assessment hearings are held usually the <br />year following, or late in the year following the completion <br />of the work.
