Roseville Public Works, Environment and
Transportation Commission
Agenda Item
Date: January 25, 2011 Item No: 8
Item Description: Traffic Management Policy Discussion
Background: As part of the public information process for the Dale Street reconstruction
project, residents were concerned about traffic. The traffic volume, while high for typical
residential streets, is low for a collector road. Traffic speed is the primary source of their
concern. The road is signed 30 mph. As indicated by the traffic counts, the 85th percentile
speed is 38 mph.
To address this issue, staff proposed installing permanent Traffic Management on the street. At
the November meeting, Staff recommended that this project include the installation of two speed
tables in the corridor one to the north of Iona, the second to the south of Iona. As well as street
trees. The City of St. Paul, Richfield, and Blaine have installed similar traffic management
measures and found that they are effective in reducing the speed of vehicles on the street. Police
and Fire have reviewed the proposed practices and have indicated that they are supportive of
these measures.
City staff brought this recommendation to the City Council for discussion at the Public Hearing
for that project on January 10, 2011. The project was approved as proposed. However, due to
the considerable discussion, the City Manager requested that staff work on identifying what
issues would need to be addressed in order to develop a city wide Traffic Management Policy.
Websites with more information:
http://www.trafficcalming.org
http://www.mn-traffic-calming.org/
http /www. ci. bloomington.mn.us /cityhall/ dept /pubworks /engineer /traffic /management /manage
ment.htm
http /www. c i. roche ster. mn. us /departments /pub licworks /trafficmanagement /inde x.asp
Recommended Action:
Discuss City Policy process and next steps.
Attachments:
A.
