~ ~Y~-3

Extract of Minutes of Meeting
of City Council
City of Roseville
Ramsey County, Minnesota

July 23, 1979

Pursuant to due call and notice thereof, a regular meeting
of the City Council of the City of Roseville, Minnesota, was
held in the City Hall in said City on Monday, July 23, 1979,
at 7:30 o'clock p. m.

The following members were present: Mayor Demos and
Councilmen Anderson, Curley, Kehr, and Franke; and the following
were absent: None.

Also present were Mr. James F.Andre, City Manager; Mr.
Robert Bell of Peterson, Bell and Converse, City Attorneys;
Mr. Charles Honchell, City Public Works Director; and Mr. Peter S.
Popovich of Peterson, Popovich, Knutson & Flynn, City Bond Con-
sultants.

MAYOR DEMOS: The meeting will come to order. . . . .
Our first hearing is a public hearing for Improvement ST-P-79-l2,
Lexington Avenue and County Road C-2 areas, storm drainage and the
paving, curb and gutter construction of County Road C-2 from
Lexington to Oxford.

MR. ANDRE: I have the affidavit of publication and Cer-
tificate of Mailing on file.

MR. HONCHELL: This particular project originally began with
the need for the county to up-grade Lexington Avenue. This has
been in the works for some time now, and is reaching the con-
struction phase. As you know, they are already constructing the
portion from Roselawn to Highway 36. They are, within the next
week, going to be starting the next section from Highway 36 up
to County Road C. It's anticipated that next construction season
the portion from County Road C to County Road D, and ultimately
from County Road D to County Road E will go to construction.
This particular area is in the County Road C to County Road D
phase.

The county will be widening Lexington Avenue from its
existing two-lane facility to a 48-foot face to face roadway,
and in doing so it is necessary to construct storm drainage which
is partly shown on these plans. This drainage will ultimately
reach what is known as Little Lake Josephine, immediately to the
east of Lexington and just north of County Road C-2.
