<br />~ ~Y~-3 <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />July 23, 1979 <br /> <br />Pursuant to due call and notice thereof, a regular meeting <br />of the City Council of the City of Roseville, Minnesota, was <br />held in the City Hall in said City on Monday, July 23, 1979, <br />at 7:30 o'clock p. m. <br /> <br />The following members were present: Mayor Demos and <br />Councilmen Anderson, Curley, Kehr, and Franke; and the following <br />were absent: None. <br /> <br />Also present were Mr. James F.Andre, City Manager; Mr. <br />Robert Bell of Peterson, Bell and Converse, City Attorneys; <br />Mr. Charles Honchell, City Public Works Director; and Mr. Peter S. <br />Popovich of Peterson, Popovich, Knutson & Flynn, City Bond Con- <br />sultants. <br /> <br />MAYOR DEMOS: The meeting will come to order. . . . . <br />Our first hearing is a public hearing for Improvement ST-P-79-l2, <br />Lexington Avenue and County Road C-2 areas, storm drainage and the <br />paving, curb and gutter construction of County Road C-2 from <br />Lexington to Oxford. <br /> <br />MR. ANDRE: I have the affidavit of publication and Cer- <br />tificate of Mailing on file. <br /> <br />MR. HONCHELL: This particular project originally began with <br />the need for the county to up-grade Lexington Avenue. This has <br />been in the works for some time now, and is reaching the con- <br />struction phase. As you know, they are already constructing the <br />portion from Roselawn to Highway 36. They are, within the next <br />week, going to be starting the next section from Highway 36 up <br />to County Road C. It's anticipated that next construction season <br />the portion from County Road C to County Road D, and ultimately <br />from County Road D to County Road E will go to construction. <br />This particular area is in the County Road C to County Road D <br />phase. <br /> <br />The county will be widening Lexington Avenue from its <br />existing two-lane facility to a 48-foot face to face roadway, <br />and in doing so it is necessary to construct storm drainage which <br />is partly shown on these plans. This drainage will ultimately <br />reach what is known as Little Lake Josephine, immediately to the <br />east of Lexington and just north of County Road C-2. <br />
