<br />2 <br /> <br />With the construction of that roadway and with the need for <br />this storm drain, it's necessary to obtain the funds to pay for <br />this facility. The state is using turn-back moneys - the county <br />is using state turn-back moneys for the work - however, the pro- <br />cedures do not allow for the use of any state turn-back moneys <br />to be spent on drainage facilities as they relate to draining <br />private property. Therefore, the areas that are shown as shaded <br />in this overhead projection are included in a storm sewer assess- <br />ment project. Those are the areas that drain to the new county <br />storm facilities and the area which the county is asking the city <br />to pick up the cost to pay a portion of that drainage from that <br />land. <br /> <br />Historically the City of Roseville, in these instances, has <br />then had a special assessment hearing and charged - if it's <br />passed - those individua~s who drain water that is ~eceived by the <br />pipes that we have to pay for as the city. As I say, the areas <br />shown in shading are the areas involved. The reason for this small <br />one at Josephine is because, again, there is no drainage facility <br />now and the county will be building this small piece, and the <br />immediately abutting areas are anticipated as those lands which <br />drain toward the receiving facility. <br /> <br />Inasmuch as we were going to be facing the dilemma of having <br />to have a hearing and potentially collect funds from the property <br />owners through assessments, it is felt it was also the right time <br />to build the area shown in red as part of the storm system. But <br />these areas currently drain toward Lexington today. It is proposed <br />that they be constructed at the same general time that the county <br />would be building Lexington Avenue so that the waters could be <br />picked up rather than drain overland and over roads. This is <br />necessary for the future, and in the event they are not included <br />as part of this project - if this is passed - they would have <br />to be done at a later date and then another assessment added to the <br />property owners, or the city would have to pick up the entire <br />cost in the future and this has not been the procedure of the <br />city. <br /> <br />Therefore, to summarize the situation of the storm drain, <br />Lexington Avenue needs to be constructed and the county anticipates <br />doing that in 1980. The shaded areas all drain to the new storm <br />drainage facility that will be in with Lexington Avenue, and all <br />those properties shown in the shaded area have water that will <br />reach the county facilities. The city proposes to construct the <br />area in red to better carry those facilities to the Lexington <br />outlet pipes. <br /> <br />The street paving portion of the work is way up at the top <br />of the screen. It's difficult, perhaps, for you to see, but <br />it's these little dotted areas. You recall a moment ago I indicated <br />that it's p~osed that a new pipe be built up County Road C-2 <br />
