<br />4 <br /> <br />The assessment rate, if it's done at MSA construction, <br />would be $66.76 a foot, and if done at the 7-ton axle load would <br />be down at $50.54, so the property that's tax exempt property <br />would be assessed at $50.54 a foot and the non-tax-exempt property <br />would have no assessment at all, and the balance will be picked <br />up from the MSA construction itself. <br /> <br />The project will be constructed this year and next year. <br />There will not be an assessment hearing until the end of the con- <br />struction season in 1980 so no assessments will be collected until <br />1981, and if we continue at that time to follow our present <br />procedure, it would be spread over a 20-year period with the right <br />of prepayment to save any interest cost. <br /> <br />~ffiYOR DEMOS: Any written statements? <br /> <br />MR. GARRY BARRITT, 1183 Josephine Road: Did I understand that <br />each R-I lot would be assessed the same amount? <br /> <br />MR. HONCHELL: Are you talking about storm sewer? The Council <br />policy at this point is that each typical single family lot is <br />assessed on a uniform basis whether it's a 70 foot or lOO foot <br />lot, the point being you could only put one structure on it. <br /> <br />MR. BARRITT: I am on the north side of Josephine Road and <br />was advised once that if and when this ever came to pass that <br />half of the water on my lot flows in the lake and half to the street. <br />I don't know if this is the time or place to worry about that or <br />not. <br /> <br />MR. HONCHELL: The typical procedure used by the city is if <br />your property generates any water that reaches the receiving <br />facility, then it's a part of the contributing factor to the project <br />and is assessed. In the event anything is done to the north of <br />you as a result of the lake property with your water, you would <br />already have paid your assessment if you're assessed, and you <br />wouldn't be double-assessed for the same lot on the same basis. <br />We have actually had some lots that sit on the top of a hill and <br />go three or four ways, but the procedure is to assess once for storm <br />drainage contribution - usually the first. <br /> <br />MR. BARRITT: What was the amount? <br /> <br />MR. HONCHELL: $295 a lot. <br />
