<br />6 <br /> <br />MR. PHILIP HOPE, 1080 County Road C-2: That's on the corner <br />of Churchill. I have lived here 19 years and I feel as if I'm <br />pretty familiar with the road. I see no great need for spending this <br />amount of money on a project of this kind. I concur with Mr. <br />Carrier who just spoke and I think his reasoning and his comments <br />are certainly very accurate, and Mr. Rheaume who previously spoke <br />about the high taxes and assessments - I think it's a time when <br />they should be concerned about something that's really absolutely <br />needed. The water is still going to go down County Road C-2 and <br />empty down into Lexington the same as it has been doing for years, <br />and if we're making this big change on Lexington - but I see no <br />great need for it at this time. Thank you. <br /> <br />MAYOR DEMOS: Is there anyone else? Anyone else wish to be <br />heard? There being no others, then I will bring the hearing to a <br />close and ask for the Council's comments. <br /> <br />COUNCILMAN FRANKE: Aren't we required to put those in because <br />of the Lexington Avenue project? <br /> <br />MR. ALLEN CARRIER, l040 County Road C-2: If this proposal <br />does go through and we are assessed the $295, and if in the future <br />curb and gutter and bituminous paving is put in on Churchill and <br />Oxford, would we be assessed again for this? I live on a corner <br />lot. <br /> <br />MAYOR DEMOS: We only assess for the front. Since your front <br />is on MSA, there would be none for Churchill or Oxford. <br /> <br />MR. HONCHELL: Wherever the short side of your property is. <br />The map I have - and that one is kind of small - whichever side <br />is the smallest side of your lot, whether C-2 or Oxford, that is <br />considered your frontage - the short side. That means that if <br />the roadway is put in along that frontage you would be assessed <br />on a proportionate basis, based on how many feet you own. If your <br />frontage is on C-2, that would be the way that you would be <br />assessed. In that case, that's an MSA so you would be assessed <br />zero. If your short side were Oxford and that was constructed, <br />then when Oxford was constructed you would be charged your share <br />of the cost. <br /> <br />MR. CARRIER: Then I would be assessed again. <br /> <br />MAYOR DEMOS: We're not building streets without the wish of <br />the people and unless you petition for it. <br /> <br />MR. HONCHELL: In relation to the storm drainage portion, <br />once you pay your assessment for storm drainage, if we would <br />build Oxford - you used the example - you would not be charged <br />again for that. <br /> <br />COUNCILMAN FRANKE: Is the part of Lexington Avenue (inaudible) <br />otherwise it undermines the road, is that right? <br />
