<br />~ b?6y <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Rosevil1e <br />Ramsey County, Minnesota <br /> <br />Held: August 20, 1979 <br /> <br />Pursuant to due call and notice thereof, a special meeting <br /> <br />of the City Council of the City of Rosevil1e, Minnesota, was <br /> <br />duly held in the City Hall in said City on Monday, the 20th <br /> <br />day of August, 1979, at 7:00 o'clock p. m. <br /> <br />The following members were present: Mayor Demos and <br /> <br />Councilmen Anderson, Curley, Franke and Kehri and the following <br /> <br />were absent: None. <br /> <br />Also in attendance were: James F. Andre, City Manageri <br /> <br />Charles Honchell, City Public Works Director; Doug Strong of <br /> <br />the City Public Works Department; and Peter S. Popovich of <br /> <br />Peterson, Popovich, Knutson & Flynn, City Bond Consultants. <br /> <br />The City Manager presented an affidavit showing pub1ica- <br /> <br />tion of notice of hearing on the proposed assessment for <br /> <br />Combined Improvements of 1976, ST-76-7A and ST-76-8 in the <br /> <br />Roseville Sun on August 1, 1979, which affidavit w~s examined, <br /> <br />found satisfactory, and ordered placed on file. The Manager also <br /> <br />exhibited a Certificate of Mailing Notice of Hearing to all <br /> <br />affected property owners. <br /> <br />MR. HONCHELL: This particular improvement is in two parts - <br /> <br />76-7A and 76-8 which was combined with it. At the time Cleveland <br /> <br />Avenue was being considered for up-grading, it was necessary to <br /> <br />construct storm sewers at the same time. In this case, the area <br /> <br />outlined in red, roughly from 35-W over to the Mount Ridge Road <br />
