<br />2 <br /> <br />and from the off-ramp of 35W north to a location south of County <br />Road C-2 is the area included that drains toward Cleveland <br />where the water is picked up ultimately in these lines shown in <br />blue which were part of the construction. <br /> <br />As we said, a companion project is 76-8. That starts from <br />south of County Road C-2, goes up to beyond (inaudible) which <br />includes a portion of Arden Hills to roughly Evelyn and a portion <br />of Prior Circle on the east. <br /> <br />This improvement consisted of the lines themselves shown in <br />blue on Cleveland, the outlet pipe to the freeway, some pick-up <br />of water on Brenner along County Road D, and in each case, the <br />necessary ponds to make this whole design function. <br /> <br />MR. PETER S. POPOVICH: The total published cost of the <br />combined improvement - which was combined after the feasibility <br />hearing - is $345,163.83. According to the assessment formula <br />that's now in effect, it's $295 per residential lot, $590 for <br />commercial, $995 per acre for residential, and $1,990 for commercial <br />acreage. A total of $176,664 would be collected by assessments. <br />The balance of $168,499 - you would receive $40,729 from the <br />county and $13,461 from Arden Hills, leaving a balance of $114,308 <br />to be spread on general taxes over the life of the assessment. <br /> <br />This will be a 20-year assessment with an 8% carrying charge, <br />and with the normal rights of prepayment or deferment according <br />to Council policy. <br /> <br />MAYOR DEMOS: Have any ietters been received? <br /> <br />MR. ANDRE: We have a letter from Mr. Duford, 3062 Cleveland <br />Avenue and he has no objection to this improvement, but to <br />Improvement P-76-9. <br /> <br />I might mention at this time the deferred specral assessment <br />policy for senior citizens which the Council adopted in 1976, and <br />this would apply to this and the rest of the projects and it provides <br />that where one or more owners who are 65 or older they may apply <br />for deferred assessments if it would create a hardship, and a <br />hardship is defined as created if the annual assessment exceeds a <br />certain percentage of the person's annual income. If anyone is <br />interested in seeking the deferred assessment they should contact <br />the city Finance Director and go over the specific requirements <br />and what would be involved. The assessment would be deferred as <br />long as the owner desired or he lived on the property. <br /> <br />MAYOR DEMOS: The income referred to is in excess or over <br />and above Social Security. <br /> <br />MR. ANDRE: Or any type of disability payments or railroad <br />retirement, whatever. <br />
