<br />P bi' 7() <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />Held: August 20, 1979 <br /> <br />Pursuant to due call and notice thereof, a special meeting <br /> <br />of the City Council of the City of Roseville, Minnesota, was <br /> <br />duly held in the City Hall in said City on Monday, the 20th <br /> <br />day of August, 1979, at 7:00 o'clock p. m. <br /> <br />The following members were present: Mayor Demos and <br /> <br />Councilmen Anderson, Curley, Franke and Kehrj and the following <br /> <br />were absent: None. <br /> <br />Also in at~endance were: James F. Andre, City Manager, <br /> <br />Charles Honchell, City Public Works Directorj Doug Strong of <br /> <br />the City Public Works Departmentj and Peter S. Popovich of <br /> <br />Peterson, Popovich, Knutson & Flynn, City Bond Consultants. <br /> <br />The City Manager presented an affidavit showing publica- <br /> <br />tion of notice of hearing on the proposed assessment for <br /> <br />Improvement No. P-76-9 in the Roseville Sun on August 1, 1979, <br /> <br />which affidavit was examined, found satisfactory, and ordered <br /> <br />placed on file. The.ganager also exhibited a CertIficate of <br /> <br />Mailing Notice of Hearing to all affected property owners. <br /> <br />MR. HONCHELL: This project is in conjunction with the <br />storm work that was just discussed and it is for the Ramsey County <br />widening project of Cleveland Avenue from County Road D roughly <br />to the off ramp of 35W on the south. The portion of the improve- <br />ment that affects Roseville is the cost of the easements that had <br />to be acquired along the road for the job, and the cost of the <br />curb and gutter - at least a portion of the cost of curb and <br />gutter - plus the city's administrative costs. <br /> <br />I might note that the city policy for special assessing <br />makes note of the fact that when an area has been replatted or <br />
