<br />2 <br /> <br />Also, a piece of County Road D was constructed from Victoria <br />to Avon. The storm sewer system was constructed which is shown <br />in red, including a ponding area near the cul-de-sac on Millwood, <br />and a collection system along Millwood from the internal lots <br />nearby. The area outlined in blue encompasses those properties <br />which have land that drains toward this storm sewer facility <br />and have not been assessed in the past for storm sewer. The <br />standard policy of the city is that if your land has water that <br />drains from it toward a facility which is being constructed, <br />that it's eligible and a part of the assessing procedure. <br /> <br />MR. POPOVICH: The total cost of this project is $373,938. <br />On the storm sewer portion, the total cost is $192,380, of <br />which the assessments, according to the assessment rate, would <br />raise $49,617, and general taxes will raise $142,762. <br /> <br />On the street cost the total cost is $181,558 of which <br />approximately $13,755 will come from Shoreview, leaving a balance <br />of $167,803 to be assessed at 100%, or $25.08 a front foot <br />against that benefited property. <br /> <br />This would be a 20 year assessment with the 8% carrying <br />charge with the normal rights of prepayment or deferment, as the <br />case may be. <br /> <br />MAYOR DEMOS: Are there any communications? <br /> <br />MR. ANDRE: We have two letters - one from Gene Hinz <br />on West OWasso Boulevard, and one from Sidney Olson, and a <br />petition with 36 signatures opposing the proposed assessments. <br /> <br />Mayor Demos then announced that the meeting was open <br />for the consideration of oral objections, if any, to said proposed <br />assessment. All persons present were given the opportunity <br />to present objections, and all such objections were tabulated <br />as follows: <br /> <br />MR. JOHN MORRISON, 3151 West Owasso Boulevard: Circulated <br />the petition opposing the storm water assessment since none <br />of the signers receive a benefit from the improvement. <br /> <br />MR. ROGER NELSON, 2916 West Owasso Boulevard: Said the county <br />had a drainage system in the area many years ago that was torn <br />up by the Village of Roseville when they put in the sewer system <br />and it was never repaired. Mr. Nelson mentioned a catch basin <br />from which the black dirt was taken out and moved to Central <br />Park. He said this was in conflict with the deed restrictions on <br />the property. <br /> <br />MR. DONALD AHLSTROM, 3057 West Owasso Boulevard: Asked how <br />it was decided what lots would be assessed. Further asked what <br />happened to the water before the storm sewer was put in. <br />
