Chair Mulder asked if it was prudent to do this without a vision for County Road B-2's future. Deb <br />Bloom suggested that parking requirements should be studied. Thomas Paschke explained the 4.5 <br />spaces may be acceptable with transit and mixed use/mixed time parking, but no detailed work has <br />been submitted by the mall consultants to date. <br />Chair Mulder asked how the snow removal will be handled — no parking space can be left to store <br />snow. (Rosedale will install a snow melting machine.) <br />Aaron Isaacs, Metro Transit, explained the excellentcompatibility of park and ride (days) and movie <br />theaters (evenings). <br />Member Pust asked if decks are not accepted (at least in this early stage), would County Road B-2 <br />still be improved (needs work)? <br />There being no further public comment, Chairman Mulder closed the hearing and explained the <br />"Concept P U D process. <br />Member Pust, in condition 7b of the staff recommendations, suggested there should be a clear, long <br />term commitment to the transit hub at the mall, through the PUD agreement as well as the contract <br />between the Mall, the City, and Metro Transit. <br />Member Pust, in condition 7c of the staff recommendations, clarified that the City, County, <br />MnDOT, and Metro Transit should participate and complete a verified funding plan to construct the <br />needed public traffic and transit improvements. <br />Member poherty expressed concern with the parking and tr�c issues —these must be resolvedfirst, <br />noting how frustrating the traffic congestion is now. <br />Chair Mulder recommendedproviding direction on the importance of these ideas. <br />Deb Bloom'explained the need to work with Parsons (Mall Engineer and Traffic Consultant) on <br />further mitigation of traffic. <br />Member poheriy estimated that up to 30 days of peak capacity parking and traffic at and surrounding <br />the mall is possible if this proposal is built. <br />Member Bakeman asked that, in condition 7d of the staff recommendations, additional importance <br />be placed on designated (signed and marked) pedestrian pathways and safe access from all parking <br />lots and B-2 to the mall, life style center, and theater. <br />Motion: Member Mulder moved, second by Member poheriy, to recommend approval of the <br />amended planned unit development - general concept, subj ect to the conditions stipulated in <br />Section 7 below (as amended by the Commission) of the project report dated December 1,2004. <br />PF3608_RCA_GeneralConcept_122004 Page 15 of 20 <br />
