i�,� SUGGESTED COUNCIL ACTIONS: <br />��. � BY MOT'ION, APPROVE the proposed amendment to the Twin Lakes Master i� Plan as <br />prepared by Rottlund Homes for the October 14, 2004 Planning Commission and October 25, <br />2004 Council meetings, subject to approvals and permits from the Rice Creelc Watershed <br />Organization and MnDNR. <br />1�2� BY MOTION, APPROVE the Preliminary Plat and Subdivision as prepared for the October <br />14, 2004 Planning Commission and October 25, 2004 Council meetings by Rottlund Homes <br />creating a parlc and pond dedication, 490 townhome lots, 240 Condominium lots; and retail or <br />office lots, subject to approvals and permits required by the Parlc and Recreation Commission, <br />Rice Creelc Watershed Organization and MnDNR, Ramsey County and MnDOT. <br />1�....� BY MOT'ION, APPROVE the ordinance rezoning the Twin Lakes parcels from I-1,I-2, and <br />B-4 to Planned Unit Development with an underlying zoning of B-6, Mixed Use Business Parlc <br />District as per the site plan and preliminary plat submitted and reviewed at the October 14, <br />2004 Planning Commission and October 25, 2004 Council meetings, to become effective upon <br />final approval by the City Council of the planned unit development agreement and publication <br />of the ordinance. <br />i�� BY MOTION, APPROVE the Concept PUD as prepared for the October 14, 2004 Planning <br />Commission and October 25, 2004 Council meetings by Rottlund Homes for an 80 acre mixed- <br />retail, office, and residential planned unit development consisting of parlc land and cash-in-lieu <br />dedications, storm pond with overloolc and trails, 490 townhomes, up to 5 stories with 221,000 <br />s.f. of office building, 240 condominiumunits, and retail office uses, subject to approvals and <br />permits required by the Rice Creelc Watershed Organization and MnDNR, Ramsey County and <br />MnDOT, and subject to three conditions: 1) City staff shall worlc with the Master Developer to <br />formulate a traffic reduction and redistribution plan designed to decrease traffic flow in <br />adjacent residential areas; 2) The project will comply with the city shoreland ordinance, <br />Chapter 1016, or specify any deviations from said ordinance for approval by the City Council; <br />3) The project will be constructedin such a way that it is consistent with LEED design <br />standards as discussed in the September 27, 2004 memorandum submitted to the city by the <br />Master Developer . Final approval by the City Council will be considered after all conditions <br />and required documents and permits have been submitted for final approval.
