be developed It should be noted that the advancing of a phase 1 redevelopmentplan is in <br />accordance with direction provided Council on August 9�'. <br />We are of the opinion that the generalized land use proposals and the redevelopmentplan <br />proposed for phase 1 of'It�vin Lakes represent an appropriate m� of land uses — a plan <br />consistent with the City's ComprehensivePlan and inkeeping with much of the <br />philosophy of the Twin Lakes Master Plan. From a planning, market, environmental and <br />land use perspective we believe that the phase 1 redevelopmentplan represents a positive <br />and appropriate first step in the eventual redevelopmentof'I�vii.z Lakes. We would point <br />to the considerable amount of background study and consideration undertaken by the City <br />or information reviewed as part of the Twin Lakes Stakeholders' Panel process to support <br />this statement. <br />To repeat what was stated within our sketch plan submission, impartant aspects of the <br />plans include: <br />� a focus on a potential development area that embraces over 200 acres and covers an <br />area bounded by Cleveland Avenue on the west, County Road C on the south, the rear <br />property lines of property fronting onto Lincoln Drive on the east and Langton Lake, <br />Oasis Park and existing residential communities to the north; <br /># advancing a more detailed land use plan for a phase 1 area reflective of past <br />discussions with Council and other interested stakeholders; <br />■ an appreciation of the City's public policy goals and obj ectives for'It�vin Lakes but <br />tempered to market realities; <br />� a recognition of a series of {�u�" and "soft" edges which help to establish the <br />planning context for the placement and ordering of land uses; <br />■ an acl�owledgementthat existing land uses and identified environmental and <br />geotechnical conditions contribute to the proposed placement of land uses; <br />+ attention to the existing road network servicing the redevelopment area and the need <br />to augment and enhance the roacl system witll new thoroughfares and connections, <br />including a direct connection to the Highway 3 5 W off-ramp; <br />* respect for Langton Lake and the parkland surrounding this waterbody; and <br />� a transitioning of land use categories and intensities from residential areas to the north <br />and the recognition that the aaYer of Cleveland Avenue and County Road D is not <br />well suited for residential land uses. <br />Rottlund looks forward to the opportunityof continuing to work with the City and other <br />interested parties in advancing the redevelopmentof'Itnrin Lakes. We, and other members <br />of the development team, are ready, willing and able to advance plans that can be <br />implemented over the short term, thereby beginning to make a positive contribution to the <br />desired transformation of the planning area into a new and exciting neighbourhood. <br />
