8.3 The Planning Commission voted (7-0) to recommend approval of the PLANNED UNIT <br />DEVELOPMENT - GENERAL CONCEPT (an amendment), subj ect to the conditions <br />stipulated in Section 7 of the project report dated December 1,2004, which are reiterated <br />in Section 9.1, a-k, of this projectreport. <br />9.0 SUGGESTED CITY COUNCIL ACTION: <br />9.1 BY MOTION APPROVE THE GENERAL CONCEPT PLANNED UNIT <br />DEVELOPMENT AMENDMENT for Rosedale Center allowing an easterly expansion <br />of the mall totaling approximately 132,697 square feet and associated site improvements, <br />subject to the following conditions: <br />a. The provision of a parking plan with anchor and general mall floor plans to allow <br />the City Planner to verify the required number of parking spaces, including park- <br />in-ride spaces and transit rides per City Code. <br />b. The provision of a letter from Metro Transit endorsing the proposed location of <br />the transit hub, the location of the bus staging area and location of the park-n-ride <br />lot and consideration of a condition in the final PUD agreement that requires the <br />Mall to provide a location for a Regional Transit Hub at the mall, subj ect only to <br />Metro Transit's wishes to retain the hub at the Ma1L (The Transit Hub is part of <br />the City's comprehensive plan concepts for traffic management and disbursement <br />in Roseville) <br />c. Review and approval of the traffic study and proposed access improvements by <br />the Ramsey County Traffic Engineer, NinDOT, the City, and Metro Transit. <br />d. Completion (City, County, Rosedale) of the work necessary to create a safe, <br />accessible, clearly marked, and signed pathway system on the south side of <br />County Road B-2 and through the parking/trafiic movement areas the will <br />improve pedestrian access to the mall, lifestyle center, and theater. <br />e. Access to the theater must be provided from both parking lots. This will require a <br />direct pedestrian access from the lower level (west) parking lot. <br />f. The Public Works Department must complete the review and approve of the <br />grading, drainage, sidewalk and trail, and utility plans proposed with the General <br />Concept and Final Plan submittaL All plans, including the location of iire <br />hydrants (per Fire Marshal) and utility services connections, require the approval <br />of the Public Works Department. In addition, the applicant is required to receive <br />the approval of the storm water management plan by the Rice Creek Watershed, <br />prior to the Final Planned Unit Development Plan approval by the City Council. <br />g, The provision of a lighting plan for the all revised parking lots and the building, <br />which plan must meet the requirements of Section 1010.12. <br />PF3608_RCA_GeneralConcept_122004 Page 8 of 20 <br />
