City Planner has not completed the anchor tenant building use review and parlang <br />determinations. <br />6, l�r Year 2001 average daily traffic (ADT) along County Road B2 at Rosedale Center was <br />20,000. It is anticipated that traffic will increase to 20,500 ADT by 2010 and to 25,000 <br />ADT by 2020 (Source: Roseville Comprehensive Plan — Section 5, Ramsey County <br />Transportation Plan). <br />O'THER IN�ACTS: <br />�,1 � Site lighting within the reconstructed parking lots, the plaza, and on the building has not <br />been provided. However, it is assumed that a proposal will meet the requirements of <br />Section 1010 of the City Code. Specifically, the lights must be downcast and not shed <br />glare at adjacent properties. <br />�-1 � The placement of inechanical equipment can create visual and noise issues. It is assumed <br />that air conditioning units will be on the roof of the structures. Roof mounted units must <br />be "reasonably" screened from view at adjacent properiy lines. Staff interprets <br />"reasonably" as allowing roof top mechanical to be partially seen (requires painting and <br />strategic placement) from property line where structures are hundreds of feet from <br />properiy lines and the site includes varying elevation changes, such as proposed site <br />within Rosedale Center. <br />�- t`� Should an emergency generator be contemplated, the final site plans must indicate the <br />proposed location and security, and the generator must meet all applicable State decibel <br />levels. <br />'�,� STAFF RECOMMENDATION: <br />�_ 1 The proposed uses are consistent with a regional mall. Staff recommends approval of the <br />AMENDED PLANNED iTNIT DEVELOPMENT — GENERAL CONCEPT for <br />Jones Lang LaSalle to allow a 132,679 sq. ft easterly addition on to the Mall, and new <br />renovations of the Mervyn's site (converting from anchor store to multiple retail shops) <br />with exterior entrances, subject to 11 conditions stipulated in the project report dated <br />December 20, 2004. <br />#�,� PLANNING COMMISSION ACTION: <br />�, I On December l, 2004, the Roseville Planning Commission held the public hearing <br />regarding the Rosedale expansion. At the meeting no citizens addressed the Commission, <br />however, Commissioners did have questions of the applicant and City Staff. <br />$�� Specifically, the Commission expressed concerns over traffic, parking, and the need for <br />continued transit service and park-in-ride capabilities at Rosedale (see attached minutes). <br />PF3608_RCA_GeneralConcept_122004 Page 7 of 20 <br />
