Excerut from Planning Commission meeting of December 1.2004 <br />Planning File 3608: Request by Jones Lang LaSalle for a PLANNED TJNIT DEVELOPMENT <br />AMENDMENT' at Rosedale Center to allow an easterly expansion of the mall. <br />Chairman Jim Mulder reminded the Planning Commission members that a special tour was taken <br />by five members on November 18. He then opened the public hearing and requested City <br />Planner Thomas Paschke to provide a verbal summary of the project report and staff <br />recommendations dated December 1,2004. <br />Mr. Paschke explained the notification process for the hearing and advised the members that <br />Jones Lang LaSalle (Rosedale Center general property ownerlmall manager) has made <br />application for General Concept approval to amend the Planned Unit Development at Rosedale <br />Center that would allow a 132,679 sq. ft. 2-store easterly expansion of the Mall. The expansion <br />would be added to the east end of the former Mervyn's and include 63,679 sq. ft. of shops and <br />restaurants and a 69,000 sq. ft., 14 screen, theater. The project also includes the remodeling of <br />the former Mervyn's structure into additional shops, revised on-site parking, and revisions to the <br />main drive lane (ingresslegress) from County Road B2. The new retail area would be a"Life <br />Style" design, which has no interior mall access, only access from the parking lot, access drive. <br />Paschke provide background: In January 2000, the Roseville City Council amended the Shopping <br />Center District to include more detailed site development standards, specifically 24 hour uses <br />within 300 feet of residentially zoned properiy. In addition, as of January 1,2000, the <br />amendment established each site and its existing site plan zoned Shopping Center District as a <br />planned unit development. Rosedale, as a center, is broken into numerous parcels which are <br />owned by the major anchors and by the central mall owners. The mall owners have proposed to <br />purchase the Mervyns building and land, then only development on the former Mervyn's land <br />within the mall "super block". <br />Rosedale Center has a ComprehensiveLand Use Map designation of Shopping Center (SC) and a <br />zoning designation of Shopping Center (SC). Although most of the more detailed requirements <br />within the SC District will apply to Rosedale expansion, the proposal is considered a major <br />modification to the established (January 1, 2000) Planned Unit Developmentrequiring an <br />approved amendment. <br />He explained that the mall has over 1.2 million sq. ft. of building area. The large renovation and <br />addition shown in the map and elevation format to the mall (about a 10% increase and a 10% <br />renovation) will also require substantial site improvements including the following: <br />■ The road entry at Crossroads/Penney's and County Road B2 will be modified <br />within the Rosedale site to include a new island at the access and <br />relocated/reconstructed ring road as it travels east. <br />The road entry from the Snelling Avenue off-ramp (eastern most entry) and <br />County Road B2 will be modified to include a new island at the access point and a <br />PF3608_RCA_GeneralConcept_122004 Page 10 of 20 <br />
