relocatedreconstructed ring road. <br />The ring road from Penney's road entry to Herberger's parking lot will be <br />relocated and reconstructed closer to County Road B2 and Snelling Avenue to <br />accommodate the addition and is designed to include the transit hub and customer <br />traffic. <br />The parking lot between Penney's and Mervyn's will be partially reconstructed to <br />accommodate the relocated ring road and new curb islands. The remaining <br />existing paved surface will be re-striped in a north/south direction. <br />Member Tammy Pust entered the meeting. <br />The parking lot adj acent to County Road B2 and Snelling Avenue (eastern most lot) will be <br />partially reconstructed due to the relocatedreconstructed ring road. New curb islands would be <br />added and portions of the existing pavement will be re-striped accordingly. <br />The staff recommended that the proposed uses are consistent with a regional mall. Staff also <br />recommended approval of the amended planned unit development— general concept for Jones <br />Land LaSalle to allow a 132,679 sq. ft easterly addition on to the Mall, and new renovations of <br />the Mervyn's site (converting from anchor store to multiple retail shops) with exterior entrances, <br />subject to the following conditions: <br />L The provision of a pazking plan with anchor and general mall floor plans to allow <br />the City Planner to verify the required number of parking spaces per the City <br />Code. <br />�. The provision of a letter from Metro Transit endorsing the proposed location of <br />the transit hub, the location of the bus staging area and location of the park-n-ride <br />lot. (The Transit Hub is part of the City's comprehensive plan concepts for traffic <br />management and disbursement in Roseville. <br />�, Review and approval of the traffic study and proposed access improvements by <br />the Ramsey County Traffic Engineer. <br />o. Completion (City., County, Rosedale) of the work necessaryto create a pathway <br />system on the south side of County Road B2 that will improve pedestrian access <br />to the mall <br />p, Access to the theater must be provided from both parking lots. This will require a <br />direct pedestrian access from the lower level (west) parking lot. <br />q, The Public Works Department must complete the review and approve of the <br />grading, drainage, sidewalk and trail, and utility plans proposed with the General <br />Concept and Final Plan submittaL All plans, including the location of fire <br />PF3608_RCA_GeneralConcept_122004 Page 11 of 20 <br />
