7. Dematraahic StudieslMacetln: One of the biggest challenges to the success of
Roseville's housing programs is getting the word out. I n 2004, the HRA developed a Housing
Link Newsletterwhich was inserted into the City Newsletterthe Wrap". The HRA paid the
extra copying and stapling costs. The calls that have been generated from the Housing
Link have been a great success. Also, the HRA funded special studies such as the multi-
family study and demographic updates which are important to keep current on an annual
basis. The studies and demographic information are a benefit to all of the city
departments. It can help Parks Department to anticipate demographic changes that may
affect programming. It can help Police and Fire to anticipate changes in service areas. It can
help Communtty Development in land use planning and code enforcement. It can help
Administration to understand the rental recycling program needs. This program is funded at
the current level to continue these efforts.
15,000 _ _
8. Administration: Currently the HRA funds 1/3 of City Professional Staff for HRA Fcecutive
Director and f, of an Administrative staff for administrative support. Based upon time spent
on HRA activities and the housing programs that they fund, the Community
Development Department requested that the HRA increase their contribution for the
salary of the City Professional staff time to'/z time plus cover additional overhead such
as supplies, mailings and paper. This results in an increase in the budget and contract
from $40,000 to $45,000. The other parts of the administrative function is financial service
fees paid to the general fund, training, professional memberships/subscriptions and general
legal guidance on overall HRA functions. The legal costs associated with a particular program
are accounted for within that program. Federal funds can not be used for administrative
functions.
2005 Suggested BudgetAmount;
Can Federal Fundsbe Used
Suggested Council Action:
By resolution, adopt a HRA Levy in the amount of $234,000 to fund housing programs in the City
of Roseville in 2005.
Attachments: 2005 HRA Budget, Draft Council Levy Resolution, emails from Chair Bill Majerus
and board memberAnn Hermes
ri•Tr,sng'uious"g_fic_;Fi;IIbOi ta_e+,kicr., to Coundl on HRA budetfinal levy 122004.doc
 Page6
