� <br />� <br />1 aQn writing to you for consideration of the HRA half levy, not just 3s an HRA member, but as a longtime <br />Roseville resident. <br />I, along with my husband, have owned a home in Roseville for nearly 20 years and have substantial equity <br />in our home. We arejust completing a large second story addition on our home for which we used some of <br />the services of the Housing Resource Center (HRC) which is funded by the HRA levy. C%taxes have <br />increased 99.9% for this year because of the renovation. This is a huge increase for us, but more <br />importantly it is a huge revenue increase for the city. By spending a small amount, offering services and <br />encouraging renovation, the city has the potential to gain so much more. There are some homes in our area <br />that are doing the same, but there are also many older homes that need quite a bit of work For most <br />homeowners, ourselves included, the single largest investment is their home. Many of the Roseville <br />residents have lived in our city for many years have quite a bit of equity in their homes and depend on that <br />fact. Without an HRA dedicated to housing issues, our older community will no doubt decline and the <br />equity our residents have worked hard for will diminish. Even if I never use the direct services of the HRA <br />as a homeowner (HRC, etc.), I am willing to pay a few dollars each month to fund an HRA for issues such <br />as encouraging renovations, code compliance, and rental licensing, so that our neighborhoods stay vital. <br />The alternative would be losing thousands of dollars in equity. I am positive that ifyou asked any of the <br />citizens, they would whole heartedly agree. <br />There have been times in the last few months that I have wanted to just give up my work on the HRA. As a <br />longtime resident, and for other residents in the same situation, 1 cannot give up on something that I feel so <br />passionately about. As a frequent volunteer in many capacities, I know that a large percentage of <br />volunteerism is done by a small percentage of people. The HRA has a great group of volunteers that ha�e <br />taken an oath to serve our city and i feel we have lived up to that oath. The city council has a full plate and <br />may find it difficult to focus solely on housing issues. However, to have an effective HRA, we need the <br />funding. <br />Therefore, not as an HRA member, but as a resident, 1 urge you, no 1 beg you, to consider the half levy for <br />the HRA so that services can be continued, neighborhoods and schools kept vital, and home equity <br />preserved. <br />Sincerely, <br />Jill M Bean <br />
