~ h~~~ Extract of Minutes of Meeting of City Council City of Roseville Ramsey County, Minnesota Held: August 20, 1979 Pursuant to due call and notice thereof, a special meeting of the City Council of the City of Roseville, Minnesota, was duly held in the City Hall in said City on Monday, the 20th day of August, 1979, at 7:00 o'clock p.m. The following members were present: Mayor Demos and Councilmen Anderson, Curley, Franke and Kehr; and the following were absent: None. Also in attendance were: James F. Andre, City Manager; Charles Honchell, City Public Works Director; Doug Strong of the City Public Works Department; and Peter S. Popovich of Peterson, Popovich, Knutson & Flynn, City Bond Consultants. The City Manager presented an affidavit showing publica- tion of notice of hearing on the proposed assessment for Improvement No. SS-W-P-77-24 in the Roseville Sun on August I, 1979, which affidavit was examined, found satisfactory, and ordered placed on file. The Manager also exhibited a Certificate of Mailing Notice of Hearing to all affected property owners. MR. HONCHELL: This project is a result of input from the citizens, and originally it was contemplated this might be part of the Ryan improvement, or it might be extended further to the south to what is South Ryan, but after the hearing it was decided the project would only be the one short block in length. It consisted of the construction of a new watermain from Ryan to Shryer, and necessary services to go to the one vacant parcel. It also had the sanitary sewer services to that parcel, and also the construction of a residential style 7-ton, 32 foot road- way with concrete curb and gutter. As part of this project it was
