ìòð ÎÛÊ×ÛÉ ±º ÎÛÏËÛÍÌæ <br />4.1Meritex Enterprises, Inc., represented by Steve Dorff, has negotiated a lease with a Voyd <br />Trailers of Minnesota, LLC to utilize the recently vacated triangular parcel as a <br />temporary freight trailer storage site for the time period to coincide with the previous IUP <br />approved on the adjoining parcel for a similar use (through the summer of 2007). The <br />trailers would be leased out as needed and returned to the site empty for storage until <br />needed again. Some trailers may be loaded and locked, while being stored until needed <br />by Goodwill Industries. <br />4.2This site was previously occupied by Shafer Contracting and its crushing/staging area for <br />the County Road C reconstruction project – IUP approved in February 2005. The <br />triangular parcel lies south of Terminal Road and between the Minnesota Commercial <br />railroad spur and its main line which runs along County Road C. <br />4.3The site received 6 to 8 inches of class 5 gravel prior to use by Shafer Contracting, which <br />base in a large portion of the site has been compacted by truck traffic to the extent that <br />now, with normal maintenance, will support auto/trailer traffic and storage/parking. <br />4.4The triangular parcel will have access to Terminal Drive. <br />4.5The Meritex property is located in an industrially area (I-2), which will have minimal <br />impact on the surrounding industrial and trucking properties and uses. Permanent <br />installation of a storage area or a truck terminal in an I-2 zone normally would require <br />approval of a conditional use permit. Since this is a temporary situation, staff advised the <br />applicant that an Interim Use Permit was more appropriate, and did not create a <br />permanent CUP use on a site. <br />4.6The site is approximately 5.7 acres. If used to capacity, the interim use for trailer parking <br />could handle approximately 220 to 230 trailers at one time. Most trailers will be empty, <br />all will be locked. <br />4.7Truck routes most frequently used are: from New Brighton – Old Highway 8 to County <br />Road D to Highway 88 to County Road C to Walnut Street to Terminal Road or via <br />Interstate 35 to County Road C to Walnut Street to Terminal Road. From Saint <br />Paul/Midway Area: Interstate 94 to Highway 280 to Terminal Drive or Interstate 35 to <br />County Road C to Long Lake Road to Terminal Drive. <br />City Code Section 1012.09A <br />4.8 states: The City Council may authorize an Interim Use <br />Permit of property. Interim uses may not be consistent with the land uses designated on <br />the adopted Land Use Plan.
