City Code Section 1012.09B <br />4.9 states: The City Council may attach conditions to Interim <br />Use Permits. In reviewing Interim use Permit applications, the City will establish a <br />specific date or event that will terminate the use on the property. The Council will also <br />determine that the approval of the interim use would not result in adverse effects on the <br />public health, safety, and general welfare, and that it will not impose additional costs on <br />the public if it is necessary for the public to take the property in the future. The issuance <br />of an Interim Use Permit is no guarantee that the trailer parking will be given permanent <br />land use status, nor that the Interim Use Permit could even be extended. <br />ëòð ÍÌßÚÚ ÝÑÓÓÛÒÌÍæ <br />5.1The vacant Meritex triangular parcel is under utilized. In the past, the parcel has been <br />used as a ball field when the Unisys\Meritex office structure at 2555 Walnut was fully <br />occupied. Some of the site has previously been used for trailer storage. <br />5.2Accepting this request would create a temporary industrial use within an appropriately <br />zoned (I-2, General Industrial) area of Roseville with similar heavy industrial uses. <br />Specifically, to the north is Willamette Industries (light manufacturing and assembly), <br />Old Dutch Foods (snack food processing and distribution) and Triangle Warehouse <br />(distribution/warehouse); to the northwest is Highcrest Unisys Center (office, research <br />and development); to the south is Northstar Financial Forms (office & form printing) and <br />Interstate 35W; to the east is the parking lot for Bonestroo, Rosene, Anderlik & <br />Associates; and to west across Walnut Street is Highcrest Park (office, manufacturing, <br />research, and development). <br />5.3The Comprehensive Plan consistently has recommended that trucks and trailers move <br />from industrial areas east of the Interstate to the areas west of the freeway, which is <br />designated for industrial uses and primarily zoned general industrial (I-2). Staff has <br />concluded that utilizing the routes indicated will create minimal impact and disruption <br />(vehicle conflicts) to the business along Walnut Street. <br />5.4Because the City does not desire to create a long term trailer storage facility on the <br />premises and the fact that the adjacent parcel to the west is under a IUP for a similar use, <br />this application/request should be limited to the same time frame as the adjacent site <br />(summer 2007) and be restricted to the parking/storage of a maximum of 225 trailers. <br />êòð ÍÌßÚÚ ÎÛÝÑÓÓÛÒÜßÌ×ÑÒæ <br />APPROVALINTERIM USE <br />6.1The Community Development Staff recommends of the <br />PERMIT <br /> for the reasons stated in Section 5 of the project report dated January 4, 2006, <br />subject to the following conditions: <br />a. <br />The temporary use (truck trailer parking) must be limited to 1-1/2 years - a time <br />period ending on August 31, 2007 (exact time frame as adjacent parcel’s IUP). <br />b. <br />Trailers must be common freight trailers, with a maximum of 225 stored on the <br />site at any one time.
