Roseville Human Rights Commission
Minutes March 9, 2010
Nothing to report.
3d. Financial Report
Carolyn Curti reviewed the financial report. The commission has spent approximately $250 of its
budget. Commissioners asked information about the commission's annual obligations. Curti said
she would provide information at the April meeting
4. Business Items
4a. Completion of Bremer Grant Agreement Form
Curti explained that the Commission must submit the grant agreement by March 31. She asked
that members of the Civic Engagement Committee complete the form and submit the grant
agreement to her in time to meet the deadline.
Commissioner Yates moved and Commissioner Thelma McKenzie seconded authorizing the
Civic Engagement Committee to complete the agreement and submit to Carolyn Curti in time to
meet the deadline. Motion prevailed.
4b. Police and Fire Dialogue with New American/Karen Community
Police Community Relations Coordinator Sarah Mahmud spoke to the Commission about
collaborating with them, including providing financial support, to host a forum for members of
the Karen community. She explained that the purpose of the forum would be to provide safety
information, explain laws, dispel myths and build relationships with the Karen community.
Commissioners asked several questions about cost, speakers and logistics. Mahmud explained
that the Karen refugees are fleeing an oppressive government. She has spoken with Peg
Kennedy, in her capacity as a school employee, about hosting a community meeting.
Many of Karen are distrustful of the government. Mahmud said having the forum at a church
was preferable, since several Roseville churches have relationships with the community.
Mahmud said most Karen do not speak English very well so interpreters were needed, and most
needed transportation. She estimated that it would cost around $500 to sponsor the forum. Costs
would be food, transportation, interpreter services and other incidental costs.
Mahmud said they hoped to have the forum in late April, preferably on a Saturday.
Commissioners expressed interest in participating in the forum, but requested that one of the
commissioners be on the panel to talk about human rights in Minnesota.
Commissioner Yates commended the Police Department for taking the lead on this forum and
volunteered to be a part of the planning committee.
