1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />HRA Meeting <br />Minutes — Tuesday, May 18, 2010 <br />Page 6 <br />Mr. Trudgeon advised that there was nothing new to report on this issue, but that a continuing <br />dialogue was continuing between staff and School District staff, and depending on when the <br />School Board next met and held discussions, staff may return with this as an HRA Agenda <br />item in July or August. <br />Discussion included the potential process for framing and elements to include in an RFP if and <br />when site control was established; intent to encourage and promote development of affordable <br />housing as cited in the market study, while allowing for creativity to the development field to <br />come forward with their proposals to incorporate various housing options for that site, while <br />incorporating the ball fields; previous working relationships and partnerships of potential <br />developers from previous experience; similarities of the RFP with that done to the other school <br />site (Applewood Point) and the HRA development of seven (7) single-family lots on that site; <br />but ultimately based on the need of the community, not exclusive to any short-sighted <br />development proposals. <br />Further discussion included how to meet community resource needs for congregate dining <br />and/or meeting space for socialization and/or non-active recreation opportunities (i.e., <br />community meeting room); future operation and maintenance of such a space based on private <br />or public ownership; financing options including bonding; and the positive environment for <br />infrastructure improvements with current low interest rates, similar to that during the initial <br />and controversial improvements to Central Park in acquiring that land, with consideration to <br />the benefits to future generations. <br />11.
