City Manager Malinen advised that City staff and attorneys would be available to assist the <br />HRC, as any City advisory commission, on their needs. <br />Commissioner McGehee concurred with Commissioner McKenzie to develop a fact sheet and <br />research what other communities had done, whether or not the ordinance proceeded further. <br />City Manager Malinen suggested that the HRC determine the interest of the Council as a whole <br />prior to spending substantial research time. <br />Commissioner Venters said City staff had many resources available, specifically information <br />from other communities on how new immigrants were treated, rather than the HRC focusing <br />their limited time on the actual ordinance. Commissioner Venters noted that immigrants were <br />not a protected class of people, so it was difficult to find supporting evidence of discrimination, <br />as previously pointed out by Councilmember Pust when she was seeking examples of <br />discrimination complaints on which the HRC was basing their request for the proposed <br />ordinance. <br />Commissioner McKenzie opined the need that the HRC's focus and City be proactive, thus the <br />need for the HRC's presentation to the City Council to be well researched and developed, <br />encouraging expansion of the City's welcome. <br />Commissioner Venters said that during the phone conversation with Mayor Klausing, he <br />attempted to use exact phrases from the Mayor's recent "State of the City" address. <br />Commissioner McGehee advised that the HRC had repeatedly requested from City staff specific <br />demographics and diversity figures of City staff, not just the Police Department, but the entire <br />staff Commissioner McGehee opined that the demographic information received from the <br />school district was not accurate for the community due to open enrollment options. <br />City Manager Malinen advised that he would see if the information was available for City staff <br />as well as specific community demographics. <br />Commissioner McGehee suggested that the City's Community Development Department had <br />demographic information on the community in the past and the Housing and Redevelopment <br />Authority or Community Development should have up -to -date information they could share. <br />City Manager Malinen said he would research the availability of demographic and diversity <br />information and potential sources. <br />Commissioner Oftelie said the demographic and diversity information from the school districts <br />was informative and important for consideration, but we need to compare information and <br />determine if it was reflective of the community as a whole. <br />City Manager Malinen suggested the HRC present their accomplishments (i.e., essay contest, <br />book program with schools, planning underway for the race /diversity forum; and the current on- <br />line training for City staff and the HRQ to the City Council.
