Proposed Housing Ordinance <br />Chair Delmore requested that Commissioner Venters provide an update on the conference call <br />between Commissioners McGehee and Venters, City Manager Malinen, City Attorney and Chair <br />Delmore related to the proposed housing ordinance. <br />Commissioner Venters provided his perspective and opinion on how the HRC should proceed. <br />Commissioner Venters expressed frustration that his intent had been to review the proposed <br />ordinance paragraph by paragraph and determine how best to move forward with discussion at <br />the joint City Council/HRC meeting to determine the City Council's interest in proceeding with <br />the ordinance. Commissioner Venters said he had left messages with individual <br />Councilmembers and Mayor Klausing, and Councilmember Ihlan and Mayor Klausing returning <br />those calls. Councilmember Ihlan expressing interest in the proposed ordinance. However, <br />Commissioner Venters said that after a discussion with Mayor Klausing, Mayor Klausing <br />indicated that he wanted to ensure the City was welcoming, but was not convinced the proposed <br />ordinance was the way to go, nor did he indicate an interest in pursuing this ordinance. He was <br />concerned the ordinance may raise tensions, given different views of tenants and prospective <br />tenants, and overshadow those good intentions. Commissioner Venters advised that Mayor <br />Klausing's opinion was that the ordinance may be too far removed in attempts to make Roseville <br />a welcoming community through working with neighborhoods to encourage their meeting of <br />new residents to the community. <br />Commissioner Venters expressed his disagreement and philosophical differences during the <br />conversation; and his attempts to represent both the HRC and his individual thoughts. <br />City Manager Malinen provided his perspective of the conference call, and the concurrence <br />during that conversation of the need to step back from the ordinance and seek additional research <br />to determine local and /or regional problems; advantages and disadvantages of the proposed <br />ordinance; and for the HRC to determine the merits of such an ordinance and increasing the <br />awareness for the community as a whole. <br />Commissioner Venters advised that he'd attended the DFL Convention last week, and in <br />Representative Mindy Greiling and Senator John Marty, provided several anecdotal examples of <br />immigrants seeking to locate in Roseville, that they experienced intimidation in the background <br />check process, and their perception was that included verification of their green card status. <br />Commissioner Venters also noted that he'd received similar comments and examples from his <br />discussions with an immigration attorney. <br />Chair Delmore opined the need to speak to the City Council on this issue and those perceptions. <br />Commissioner McKenzie opined that the HRC needed to spend time putting together an <br />information packet and flesh out information with advantages and disadvantages and a proposed <br />ordinance. <br />Chair Delmore noted that City Attorney Jay Squires agreed to assist the HRC as requested. <br />
