Chair Delmore expressed her appreciation to City Manager Malinen for listening to the HRC and <br />said there were many pieces and history to issues specific to certain departments and the HRC's <br />concerns, rather than the typical theme of denial, delay and cover -up that was the perception of <br />some citizens based on past incidents. <br />Commissioner McKenzie, recognizing her service on the HRC two different times, expressed <br />amazement in the differences in the terms; opining that in her previous term, the HRC had been <br />totally involved in happenings in the community and worked cooperatively with other advisory <br />commissions, resulting in cohesion and transparency. Commissioner McKenzie expressed her <br />sadness with what she is seeing, opining that she saw two separate issues that had apparently <br />collided: Police Department issues and diversity training. <br />Commissioner Venters noted his involvement in the Police Citizen's Academy and continued <br />bridge building. <br />City Manager Malinen excused himself from the meeting, and suggested that if the HRC wished <br />to pursue the conversation further, more time could be given to address out standing issues. <br />Commissioners returned to discussing the proposed presentation to the City Council with that <br />discussion including definition of the HRC's purpose; summary of accomplishments; <br />clarification of the HRC's charge from the City Council; how to incorporate the Imagine <br />Roseville 2025 visioning goals in HRC initiatives; compliance with and mirroring of the <br />Minnesota Human Rights Act; how to solidify the presentation to the City Council; models for <br />law enforcement training previously researched; and handouts for the City Council meeting. <br />Commissioner Oftelie told commissioners about the City of Austin's Welcome Center and the <br />positive work they were doing and interesting ideas with their growing immigrant population, <br />and suggested that the Roseville HRC use some of their ideas to see what could be incorporated <br />in the community. <br />Further discussion ensued on the presentation and individual commissioner suggestions and <br />outlining and refining those suggestions with the final presentation outlined as follows: <br />Chair Delmore Introduction, Statement of Purpose and HRC <br />accomplishments to -date (5 -7 minutes); copies of <br />referenced topics prepared by Chair Delmore <br />Commissioner Venters Police Department training models based on POST Board <br />training standards and continuing education opportunities <br />with law enforcement peers; proposed housing ordinance <br />Fact Sheet (10 15 minutes) <br />Commissioner Oftelie Compilation of information from the City of Austin's <br />Welcome Center website ideas and potentially similar uses <br />
