Commissioner McGehee volunteered to research the City of St. Paul and other metropolitan <br />suburb communities' policies on high speed chases for comparison. <br />City Manager Bill Malinen expressed curiosity about the realm of review of such policies at the <br />HRC level: whether in their overall context or whether there were Human Rights violations. <br />Commissioner Crump arrived at this time. <br />Forum on Race/Diversity Training Planning <br />Mission Statement <br />Partners <br />Date, Time, Location <br />Further discussion included Commissioner Venters' completion of the Police Department's <br />Citizens Academy; continued bridge building and information sharing with the Police <br />Department through Sarah Mahmud <br />Additional discussion on a future forum for regional law enforcement officers, POST Board <br />continuing education credits for attendance, proposed agenda and topics, who to invite (i.e., <br />Cities of Shoreview, New Brighton, Maplewood) and potential speakers /presenters (i.e., Ramsey <br />County, Attorney General's Office; POST Board personnel); hosting by the HRC; business <br />sponsorships and /or food; and inclusion of faith communities and other community <br />organizations. <br />The Commission discussed the status of the St. Paul Foundation's "Facing Race" program and <br />potential use in the City of Roseville following recent training to the HRC and how to encourage <br />attendance, sponsors, and presenters to the importance of a community forum to address fears <br />and get neighborhoods talking. <br />Consensus of the HRC's "next step" was for Commissioner McKenzie to e -mail the proposed <br />Mission Statement to all commissioners, at which time she would submit the Mission Statement <br />to the United Way for their assistance in programming a community forum, and asking the <br />United Way to contact City Manager Malinen to initiate proposals, planning activities and <br />logistics for a community forum, followed bringing the results of that conversation to the HRC. <br />Commissioners discussed a potential date, noting the need for advance planning time, setting a <br />tentative target date of the second Tuesday in October, the HRC's regular meeting date, for a <br />community forum. <br />Proposed Housing Ordinance <br />Further discussion was led by Commissioner Venters on the next steps, as the HRC was asked by <br />the City Council to obtain additional research on the proposed housing ordinance; and agencies <br />or resources available to provide additional information; Commissioners Oftelie and Crump <br />volunteered to assist Commissioner Venters in reviewing similar ordinances in other <br />communities in Minnesota and nationwide; lack of case law; police force requirements in <br />obtaining immigration status and /or restrictions in border cities; whether additional discussion <br />
