City of <br />lei <br />Minnesota, USA <br />Human Rights Commission <br />Meeting Minutes <br />May 13, 2008 <br />Present: Commissioners Marie Oftelie; Tam McGehee; Thelma McKenzie; Bob Venters; <br />Philip Crump. <br />Absent: Chair Janet Delmore and Vice Chair Pam Bosch <br />Chair Delmore had e- mailed that she was unable to attend tonight's meeting; and at the <br />consensus of those HRC commissioners Commissioner Bob Venters served as Acting Chair. <br />Others Present: City Manager Bill Malinen and Recording Secretary Sheila Stowell. <br />Call to Order: Acting Chair Venters called the Human Rights Commission meeting to <br />order at approximately 7:05 p.m. <br />Approve Minutes of April 8, 2008 <br />Commissioner Venters moved and Commissioner Oftelie seconded approval of the April 8, 2008 <br />meeting minutes as presented. Motion carried 4/0 <br />Follow -up of Meeting with City Council <br />Commissioners reviewed the joint meeting with the City Council, opining that overall it was a <br />positive meeting. Commissioners noted the City Council indicated their support of information <br />on a "Welcoming Center;" but did not appear to support the proposed Housing Ordinance as <br />presented without substantial research and information. Commissioner Oftelie volunteered to <br />assist Commissioner Venters with that research. <br />Discussion included time schedules; items that should receive priority with the time available <br />and the need to develop a summary of items the HRC wanted to accomplish, and assignment of a <br />primary responsible commissioner to develop those ideas and timelines for further discussion by <br />the entire HRC. <br />Further discussion included the City of Bloomington's HRC strategic plan format; separation of <br />the community forum versus staff forums, with a historical perspective by long -term <br />commissioners of past forums, current and future needs, and definition of the type of forum (i.e., <br />educational); attendees and specific topics; and status of the community forum since the last <br />meeting, contacts with the United Way by Commissioner McKenzie, development of and <br />revisions to a Mission Statement as the first step in coordinating a community forum with the <br />United Way. <br />Commissioner Oftelie suggested that each commissioner review the City Police Department's <br />high speed chase and taser policies prior to further discussion. <br />Commissioners concurred and the discussion be included as a future HRC Agenda topic. <br />
