City Manager Malinen suggested that since the theme is one of welcome the event be tied to the <br />Imagine Roseville 2025 visioning process; where the goal and strategy addressed the <br />community's interest in becoming more of a welcoming community. <br />Commissioner McGehee suggested the theme be a part of the introductory comments. <br />o Questions to the Panel (in breakout sessions in "village" discussions with a <br />panelist and an HRC Commissioner at each table): Commissioner McKenzie <br />advised that questions for the panel were being refined; the proposed questions, in <br />draft form: <br />1) In what ways do you feel welcome and at home in Roseville? <br />2) What are the customs in your culture regarding personal space, communication, <br />male /female roles? <br />3) What does it mean to you to be a good neighbor? <br />o Commitment to Action (evaluation): At the end of the evening, each participant <br />will be asked to fill out an evaluation of the evening, with each addressed to <br />themselves and sealed to be mailed back to them in 4 -6 weeks. <br />Further discussion ensued regarding logistics; mailing expenses (by the City) for evaluations; the <br />need to complete the mailing list to get the invitations on letterhead; and advertising in the <br />Roseville Review to promote the event. <br />Welcoming Center <br />Commissioner Oftelie had nothing new to report at this time. <br />Civilian Review Board for the Police Department <br />Commissioner Singleton asked that the item be tabled until the next meeting in order for him to <br />provide information for review. <br />Discussion ensued regarding the purpose of a Civilian Review Board versus Roseville's Civil <br />Service Commission, with the former investigating complaints between police officers and <br />citizens and making recommendation to the Police Chief for a final decision; and the latter <br />providing oversight for testing and ranking of police officers for hire, and any appeals by officers <br />to disciplinary action, and operated under State Statute, and adopted by reference in City Code. <br />Commissioner Singleton asked City Manager Malinen's whether there was a need for a Police <br />Department Civilian Review Board. <br />City Manager Malinen said he had fielded few complaints from citizens. He wasn't convinced <br />such a Board was necessary; however, he expressed his respect for the HRC's interest in <br />considering it and supported the process, their analysis, and their determination. <br />Chair Delmore said a citizen who had appeared at a City Council meeting to express concerns <br />about the Police Department, had requested a meeting among the individual, City Manager <br />Malinen and an HRC representative, but he was waiting confirmation of a meeting. <br />
