Chair Delmore advised that the issue had been brought to her attention by a resident, Al Sands, <br />questioning why all other City meetings were live, and why not the HRC. <br />Commissioner Singleton suggested that making the meetings live would further the outreach <br />goals indicated by Mayor Klausing, and make the HRC more visible to the community; however, <br />cautioned recognizing sensitive subjects. <br />No action. <br />Residents Jim and Muoi Duhl, 2415 Lexington Avenue <br />Chair Delmore recognized residents Jim and Muoi Duhl. <br />Ms. Duhl sought assistance from the HRC related to an incident with a neighbor, police, and <br />citation issued to Ms. Duhl for harassment and disorderly conduct. <br />Mr. Duhl provided his interpretation of the incident, as well as ongoing issues between Muoi and <br />the neighbor; concerns that the City's code enforcement personnel were not responsive to his <br />concerns. <br />Commissioner Venters provided several options outside the realm of HRC jurisdiction; and <br />suggested that the issues be separated, as it appeared the Duhls may wish to pursue options to <br />achieve resolution. <br />Commissioner Singleton clarified that no one had been arrested; and reviewed the process for <br />pursuing this type of complaint. <br />Ms. Duhl expressed her fear and confusion, lack of understanding of how the situation had <br />escalated to this point; waiting to be arrested, and reiterated issues from her point of view. <br />Mr. Duhl noted the upcoming arraignment date; potential incarceration for each charge; and <br />expressed his lack of trust in finding resolution by filing a complaint with the Police Department, <br />saying the officer issuing the citation had been in error and expressed his lack of trust in the court <br />system. <br />Chair Delmore thanked Mr. and Mrs. Duhl for bringing information to the HRC. <br />Commissioner Singleton advised Mr. and Mrs. Duhl that the HRC would get back to Mrs. Duhl. <br />Commissioner Venters suggested the Duhls seek outside legal counsel. <br />After a brief review of the situation, Commissioners concurred that the Duhls be referred to the <br />written complaint process with City Manager Malinen to research availability ofinediation <br />services in the area. <br />
