Motion carried : 5/0/2 (Jaeger; Yates). <br /> <br />City Manager Malinen advised that the staff re port would be revised and the draft ordinance <br />amended as per recommendations of the HRC. <br /> <br />Discussion whether Commission should s eek Bremer Foundation Capacity Building <br />Training funds <br />City Manager Malinen briefly reviewed potential grant funds for Minnesota Local Human Rights <br />Projects; and staff’s intent to seek any available funds. <br /> <br />Discussion included application d eadlines; definition of proposed projects; capacity building at <br />advisory commission levels; and id entification of potential facil itators or strategic planning. <br /> <br />Consensus of Commissioners was to pursue appli cable grand funds from the Bremer Foundation. <br /> <br />Discussion of Participation in June 22, 2009 Rose Parade <br />Commissioners briefly discussion par ticipation in this year’s parade. <br /> <br />Discussion included past parades with Essay C ontest Winners and available Commissioners as <br />participants; and HRC visibility in the community. <br /> <br />Chair Singleton asked that the record reflect that Commissioners expressed agreement to <br />participate in the 2009 parade; and asked th at Commissioner Oftelie work with him in <br />coordinating participants and in processing the applica tion to staff. Chai r Singleton asked that <br />interested and available Commissi oners advise him of their will ingness to be involved in this <br />community event. <br /> <br />Several Commissioners noted scheduling conflicts th at would negate their involvement this year. <br /> <br />Discussion of Darfur Divestment Resolution <br />Discussion ensued regarding a letter dated Ma rch 18, 2009 to former HRC Chair Janet Delmore <br />from State Senator Sandra Pappas related to geno cide in Darfur, Sudan, and seeking passage of <br />an anti-genocide resolution related to investment of City funds in companies doing business with <br />this regime. <br /> <br />City Manager Malinen confirmed that the City’s investment policy would not facilitate the City’s <br />investment in such commercial investment mech anisms, and that support of such a resolution <br />would be mostly symbolic, based on that policy. <br /> <br />Motion - Member Grefenberg moved, seconded by Member Jaeger to recommend to the City <br />Council that no action be taken on the proposed resolution included in the March 18, 2009 letter <br />from State Senator Pappas; based on the City ’s current investment policy and no intended <br />changes to the policy. Motion carried: 7/0/0.
