Roseville Human Rights Commission <br />Meeting Minutes – April 14, 2009 <br />Page 5 of 7 <br /> <br />Commissioner Grefenberg spoke in opposition to the motion, without a friendly amendment to <br />remove “demographic” from line 55 or to add, “and other” to line 53. <br /> <br />Commissioner Oftelie was not amenab le to accepting the amendment. <br /> <br />Discussion included discernable differences, op inions and lifestyles as they related to <br />demographics and exclusionary in terpretation of such; and other interpretations of opinions or <br />any measurable data; and the need for the HRC to rethink how certain term s may be offensive to <br />some groups. <br /> <br />Further discussion ensued related to poten tial revisions of th e original motion. <br /> <br />Motion - Member Oftelie moved, seconded by Memb er Grefenberg to revise their original <br />recommendation to the City Council in Section 204.05: Duties, F, as follows: <br />“Monitor demographic [statistical and other data] trends in our City and identify and <br />recommend to the City Council ways to encourage mutual understanding among our <br />citizens about the [community’s] increasing demographic diversity through, but not <br />limited to:…” Motion carried: 7/0/0. <br /> <br />Motion - Member Kennedy moved, seconded by Memb er Jaeger to recommend to the City <br />Council revision of language in Se ction 204.05: Duties, F, #2, to “[Co-]sponsoring citywide <br />neighborhood and community even ts…” Motion carried: 7/0/0. <br /> <br />Further discussion included interpretation of “holis tic approach” and its intent for a more natural <br />or unforced engagement process and all-enco mpassing and including all facets of life; <br /> <br />Commissioner Grefenberg asked that the minutes reflect the intent for including holistic <br />language. <br /> <br />Commissioner Grefenberg expre ssed concerns with the Request for Council Action, page 1, <br />Background Section, to include reference to the Imagine Roseville 2025 original report in the <br />first bullet point listing those goals, lines 23 - 26. <br /> <br />Motion - Member Grefenberg moved, seconded by Member Yates to recommend to the City <br />Manager revision of the Request for Council Acti on report to include refe rence to the language <br />included in the original Imagine Roseville 2025 report, lines 23 – 26, as amended in <br />Commissioner Grefenberg’s suggested changes to the report in hi s bench handout. - Motion <br />carried: 7/0/0. <br /> <br />Motion - Member Grefenberg moved, seconded by Member Kennedy to recommend to the City <br />Council continuation of the name of the Human Rights Commissi on without change to that <br />name, recognizing the traditional function of th e HRC as a protector and advocate for human <br />rights for all Roseville residents; and that the HRC be broadened in its scope to include issues of <br />diversity and community, including development of strong neighborhoods. <br />
