Roseville Human Ri ghts Commission <br />Meeting Minutes – January 13, 2009 <br />Page 2 of 4 <br /> <br />City Manager Malinen advised that readings of the three top winning essays was scheduled for <br />the February 23, 2009 City Council meeting, w ith a reception for students and parents. <br />Delmore asked to introduce the e ssay winners and asked staff to mail confirmation letters to <br />students along with an i nvitation to the reception. <br /> <br />Update on Civilian Review Board (CRB) for the Police Department <br />This item was moved to the March meeti ng due to the absence of Chair Singleton. <br /> <br />Update on Assistance for Ethiopian Family <br />This item was moved to the March meeti ng due to the absence of Chair Singleton. <br /> <br />Review of 2009 Strate gic Plan and Goals <br />City Manager Malinen summarized “Neighbor hood Enhancement and Diversity Commission” <br />elements from discussion at the previous meeting with review of the proposed HRC’s 2009 <br />Strategic Plan and Goals. City Manager Mali nen sought interest from the HRC on broadening <br />their role in the community, as a result of the Imagine Roseville 2025 visioning process. This <br />report included statistics from the Metropolitan Council. C ity Manager Malinen identified <br />community and City Council goals to make Roseville a more welcoming community. <br /> <br />City Manager Malinen emphasized the “neighborhood” concept to achieve a connection between <br />government and neighborhoods; identifying similar in terests; and improving formal and informal <br />communications, through gatherings of groups in their neighborhoods. <br /> <br />Discussion included former Councilmember Ko ugh’s interest in neighborhood enhancement; <br />support of the City Council for such a concept; need for changed attit udes for all involved; <br />examples in the City of Maplewood for comm on neighborhood areas an d plantings; another <br />example for specific neighborhoods in St. Pa ul; recognizing positive and negative neighborhood <br />issues and views; how to define “neighborhoods ” recognizing that an apartment building or <br />complex could be a neighborhood; and how to identify neighborhoods driven by those groups, <br />not by delineating areas on a map. <br /> <br />City Manager Malinen envisioned the HRC as a facilitator in pursu ing this neighborhood <br />perspective. <br /> <br />Discussion included the City’s pa rticipation during the annual Na tional Night Out (NNO) events; <br />identification of 85 neighborhood groups participating in last year’s event; and how to help the <br />community define neighborhoods. <br /> <br />Members suggested block captains or leaders of the NNO event could come together to <br />brainstorm needs, ideas and ways to encour age more communication and participation. <br /> <br />City Manager Malinen said the Community Rela tions Coordinator Sarah Mahmud could assist <br />with the initial meeting of neighbor hood leaders and interested parties. <br /> <br />Discussion included stories from each neighborhood as a way to identify them, engage people, <br />and enhance communication; cons ider how neighborhoods are initially brought together (i.e.,
