Roseville Human Rights Commission <br />Meeting Minutes – August 11, 2009 <br />Page 4 of 6 <br /> <br />Further discussion included existence and avai lability of current procedures; whether by- <br />laws for the HRC existed; and timing for the upcoming joint meeting between the HRC <br />and City Council, anticipated in September. <br /> <br />Ms. Curti and Chair Singleton advised that they would research existing documents at <br />City Hall and advised the full Commission. <br /> <br />IV. Acceptance of Department of Human Righ ts Grant and discussion of training <br />Ms. Curti reviewed the July 23, 2009 notice of award of the Minnesota Department of <br />Human Rights grant and provisions of the Grant Agreement. <br /> <br />Chair Singleton and Member Grefenberg volunte ered to work with Ms. Curti on potential <br />vendors for the training. <br /> <br />Ms. Curti advised that the next grant application would be available for use for the 2010 <br />Community Forum. One of the caveats for us e of grant funds was involvement of the <br />community and youth in such ventures. <br /> <br />Discussion ensued regarding involvement of youth commissioners on the HRC; <br />acknowledgement that the interest of each st udent was paramount to their involvement <br />with the HRC; youth serve as ex-officio memb ers and are appointed by the City Council, <br />and often occur as a direct request from the st udent and/or family or instructors, based on <br />their interest in human rights issues. <br /> <br />Further discussion included whether other ag e groups were fully represented on the HRC <br />to provide their perspective; value of the youth perspective; need to provide tangible <br />experiences for youth, not just to provide appoi ntment for their token representation; and <br />how to coordinate their involvement. <br /> <br />Member Kennedy noted the active involvement and inclusivity of the Roseville Area <br />High School Student Council a nd National Honor Society. <br /> <br />Member Yates suggested that the HRC attemp t to involve one of these multi-cultural <br />groups to provide a voice for youth to the HRC, in addition to providi ng a tie- in with the <br />School District and the City. <br /> <br />V. League of Minnesota Human Rights Co mmission’s Education Committee Letter <br />Ms. Curti reviewed the request from the League of Minnesota Human Rights <br />Commissions Education Comm ittee for input related to suggested 2010 Essay Contest <br />topics; strategies for schools to use Huma n Rights information; and suggestions for <br />increasing Human Rights Commissions’ pa rticipation in related programs. <br /> <br />Discussion included the aggres sive involvement of Commi ssioners in meeting with <br />teachers to explain the purpose of the essa y contest and how students could be made <br />more aware of human rights issu es and concerns; value of th e experience, leadership, and
