Roseville Human Rights Commission <br />Meeting Minutes – August 11, 2009 <br />Page 3 of 6 <br /> <br />Member Grefenberg provided the original or dinance staff report provided to the City <br />Council when the revised ordinance language was adopted, based on recommendation of <br />the HRC at their April 2009 meeting. Memb er Grefenberg said Member Yates followed <br />the intent of the City Council, based on the language provided. <br /> <br />Member Kennedy moved, Member Grefenberg seconded, amendment of the Strategic <br />Plan by deleting the “Police-Ci vilian Review Commission” sec tion of the Strategic Plan, <br />and replacing that point as follows: <br /> Fostering community through inclusive, welcoming, responsive neighborhoods <br />and city government <br />A) Develop a process to assess city governmen t activities, programs and services for <br />accessibility so that city activities, pr ograms and services may be understandable <br />and responsive to a diverse citizenry. <br />B) Develop a process to monitor statisti cal and other data trends. Use the <br />information to create a set of recomme ndations for the City Council. The purpose <br />of the set of recommendations is to encourage mutual understanding among our <br />citizens about the community’s diversity. <br />C) Develop programs and recommendations fo r the Council to encourage and assist <br />in the development of neighborhood groups, forums, and networks in order to <br />provide residents with a sense of bel onging and facilitate effective citizen <br />engagement. <br /> <br />Motion carried. Chair Singleton thanked Members Yates and Grefenberg for their work. <br /> <br />Ms. Curti said she would revise the HRC St rategic Plan and distribute to members. <br /> <br />Member Yates noted that the Strategic Plan served as a guide document for the HRC and <br />subject to revision as indicated. <br /> <br />Chair Singleton had been unable to meet with City Manager Malinen regarding <br />reorganization and training for the HRC. He wo uld schedule a meeting in the near future. <br /> <br />Discussion among Members included timing for training; receipt of a $1,500 grant from <br />the Minnesota Department of Human Ri ghts with training options, along with <br />recommended trainers and whether the propos ed trainer was the best choice for the <br />training; <br /> <br />Members requested that Ms. Curti research ot her community HRCs that have used this <br />trainer and obtain other refere nces that may be available. <br /> <br />Chair Singleton suggested scheduling training at their September meeting, possibly with <br />a longer meeting, to ensure new commissioners are provided with orientation, procedure, <br />and other items as they had previously requested. <br />
