Roseville Human Rights Commission <br />Meeting Minutes – October 13, 2009 <br />Page 4 of 7 <br /> <br />Member Grefenberg noted the lack of an ag enda item to receive public comment, and the <br />attendance of a citizen wishing to address the HRC. <br /> <br />Chair Singleton advised that th e agenda would be amended to include public comment in <br />Agenda Item VII entitled, “Other.” <br /> <br />III. Open Meeting Law and Electronic Communica tions Presentation by City Attorney <br />Scott Anderson <br />Chair Singleton welcomed City Attorney Sc ott Anderson to review the purpose and <br />practicalities of the City Council’s recen tly-adopted “Policy on Council Members’ <br />Electronic Communications,” and as part of an effo rt to provide up-to-date <br />communication protocol for the City’s advisory commissions. <br /> <br />Following Mr. Anderson’s presen tation, discussion included types of discussions of <br />members outside a formal meeti ng; clarification of the defin ition of a meeting or chance <br />social gatherings at it related to State Stat ute, Open Meeting Laws, and the Data Privacy <br />Act; and considerations related to various co mmunications from work e-mail addresses. <br /> <br />Mr. Anderson suggested that in contacti ng other HRC members, members make it a <br />standard practice to include their staff liaison, Ms. Curti, in those e-mails to allow her to <br />determine those items that should be forwarded to all members. <br /> <br />V. November 7 Commission Training <br />Ms. Curti advised that training was schedul ed for Saturday, November 7, 2009 from 9:00 <br />a.m. to Noon at the Nature Center, with re freshments available one-half hour prior to the <br />meeting. Ms. Curti noted that additional discus sion will be held at the regular November <br />HRC meeting. <br /> <br />VI. Human Rights Day Attendance <br />Ms. Curti referenced information included in tonight’s meeting materials related to <br />funding from the Bremer Foundation for Commissioner attendance at the annual <br />Minnesota Human Rights Day conference on December 4, 2009. Ms. Curti encouraged <br />members to sign up and attend the conference; and noted stipulations for their attendance <br />at one mandatory session from those electives offered. Ms. Curti advised that both she <br />and Member McKenzie had additional inform ation and offered to contact the State <br />League Human Rights Commissions for HRC member registration information. <br /> <br />VII. Other <br />Chair Singleton opened the meeting for public comment at this time. <br /> <br />Public Comment, Mr. Scott Ritchie, 91 Mid Oaks Lane <br />Mr. Ritchie referenced the recent flyer prepared and distributed by the HRC for <br />announcing the upcoming Diversity Forum and promoting the event and the City of <br />Roseville as a welcoming community. Mr . Ritchie addressed the sponsors and the <br />HRC’s acceptance of financial contributions listed at the bottom of the flyer. Mr. Ritchie
