Mayor Roe noted that one of the incentives for Rice Street was the <br /> cost-sharing with the City of Little Canada, reducing the CRFS for Roseville resi- <br /> dents. <br /> At the request of Mayor Roe, Ms. Bloom noted that Xcel designers indicated that <br /> the undergrounding could be accomplished before or after the project, as they in- <br /> tended to use directional boring rather than open trenching. Ms. Bloom further <br /> advised that Xcel noted the need to relocate several poles, and they would deduct <br /> removing those 3-4 poles rather than relocating them, creating an additional cost <br /> to the City from the estimated $170,000 for undergrounding, estimated at approx- <br /> imately $1,000 per pole. <br /> Councilmember Pust noted that she didn't want to bury utilities only where there <br /> were cost-share opportunities with neighboring communities, while the remainder <br /> of Roseville remained the same as it did fifty year ago. <br /> Further discussion included power poles in back yards; feeder lines similar to <br /> Dale Street; undergrounding for streetscape and environmental reasons; recurring <br /> power failures with overhead lines; reluctance of utilities to co-locate in a single <br /> trench; rationale for utilities not being located in single conduits due to interfe- <br /> rence issues of various services; and benefits to each party in co-locating service. <br /> Ms. Bloom noted the need for broader policy and rights-of-way discussion at the <br /> City Council level. <br /> City Manager Malinen suggested staff provide an analysis of implications of un- <br /> dergrounding throughout the City beyond this specific project; noting that the <br /> City didn't have the financial capacity to achieve this goal for the entire city long- <br /> term. <br /> Councilmembers concurred that this needed to be a future policy discussion; with <br /> Mayor Roe suggesting that the City's Public Works, Environment and Transpor- <br /> tation Committee be asked for their input as well. <br /> Mayor Roe requested that staff prepare the plans and specifications for the basic <br /> project; with speed tables broken out as option for further discussion when consi- <br /> dering bid award. <br /> Pust moved, McGehee seconded, adoption of Resolution No. 10872 (Attachment <br /> C) entitled, "Resolution Ordering the Improvement and Preparation of Plans and <br />
