Consider Appointing a Grass Lake Watershed Management Organization <br /> (GLWMO) Board Member <br /> City Engineer Deb Bloom briefly reviewed the background of the GLWMO as a <br /> joint powers organization managing water resources in the northeastern portion of <br /> Roseville and southern Shoreview. Ms. Bloom reviewed the rotation outlined in <br /> the Joint Powers Agreement (JPA), and the unanticipated two (2) applications re- <br /> ceived for the one (1) board vacancy for a Roseville resident. After review of <br /> both very qualified applicants, Ms. Bloom advised that staff was recommending <br /> appointment of Mr. Jonathan Miller to serve, unless the City Council preferred to <br /> interview both candidates before making an appointment. <br /> Discussion included the appointment and interview process; frequency of <br /> GLWMO meetings usually quarterly, but currently monthly until completion of <br /> the Third Generation Water Management Plan is completed at the end of 2011; <br /> and future timing of applications with other advisory commissions if possible. <br /> Pust moved, McGehee seconded, appointment of Jonathan Miller to the Grass <br /> Lake Watershed Management Organization (GLWMO) Board for a three (3)-year <br /> term to expire on December 31, 2013. <br /> Roll Call <br /> Ayes: Willmus; Pust; McGehee; and Roe. <br /> Nays: None. <br /> c.
