HRA Meeting <br />Minutes – Tuesday, July 20, 2010 <br />Page 3 <br /> <br /> <br />Trudgeon further noted that a shifting of some administrative personnel costs had been <br /> <br />reassigned exclusively to the annual Home and Garden Fair ($14,000) from general HRA <br /> <br /> <br />expenditures; and, as previously noted, additional funds of $150,000 into the multi-family <br /> <br />rehabilitation program. Mr. Trudgeon advised that the Green Book Project was still pending <br /> <br />and would be carried over into 2011; and that staff was proposing to continue pursuing the <br /> <br />Energy Efficiency Pilot Program, by continuing to offer information and free energy audits for <br /> <br />Roseville residents up to an amount of $5,000. Mr. Trudgeon advised that the well-received <br /> <br />Neighborhood Enhancement Program (NEP) would continue, and include multi-family rental <br /> <br />exterior inspections with only slight adjustments from $20,000 to $21,590; and an additional <br /> <br /> <br /> <br />$20,000 in 2011 funds, along with those carried over for continuing marketing of Roseville, <br /> <br /> <br /> <br />while staff didn’t anticipate utilizing the entire amount of allotted funds. Mr. Trudgeon <br /> <br /> <br />advised that the total HRA budget totaled $400,540 for 2011 compared with $398,500 for <br /> <br /> <br /> <br />2010. <br /> <br /> <br /> <br /> <br />Motion: Member Masche moved, seconded by Member Elkins to approve adoption of <br /> <br /> <br />HRA Resolution No.___ entitled, “A Resolution Adopting a Tax Levy in 2010, Collectible <br /> <br /> <br />in 2011;” authorizing the Executive Director to transmit a certified copy of this <br /> <br /> <br />resolution to the City Council for its consent to the proposed 2011 levy in the amount of <br /> <br /> <br />$353,500; and upon the City Council’s consent of the levies, the Executive Director is <br /> <br /> <br />instructed to transmit a certified copy of this resolution to the County Auditor of Ramsey <br /> <br /> <br />County, MN. <br /> <br /> <br /> <br />Ayes: 6 <br /> <br />Nays: 0 <br /> <br />Motion carried. <br /> <br /> <br />Mr. Trudgeon reminded HRA members that this budget would be presented to the City <br /> <br />Council for consideration of their Preliminary Levy; however, noted that the City Council <br /> <br />retained the authority to set the budget and levy; and that staff would advise the HRA of any <br /> <br /> <br /> <br />revisions before the Final Levy and Budget adoption by the City Council in December of 2010. <br /> <br /> <br /> <br /> <br /> <br />10. Information Reports and Other Business (Verbal Reports by Staff and Board Members) <br /> <br /> <br /> <br /> <br /> <br />a.Joint HRA/City Council Meeting – July 26, 2010 <br /> <br /> <br />Executive Director Trudgeon requested members’ attendance at the July 26, 2010 joint <br /> <br /> <br />meeting of the City Council and HRA. Mr. Trudgeon noted that, even though the City Council <br /> <br /> <br />received quarterly updates from the HRA, this provided additional opportunity to share ideas <br /> <br /> <br />and to discuss items of mutual interest. Mr. Trudgeon reminded members that this joint <br /> <br /> <br />meeting was member-driven, not staff-driven. Member Lee indicated that she would not be <br /> <br /> <br />available for the meeting; Chair Maschka advised that Member Majerus indicated that he <br /> <br /> <br />would be in attendance at the joint meeting. <br /> <br /> <br /> <br />Discussion included discussion points for the joint meeting, including work plan <br /> <br />accomplishments to-date. <br /> <br /> <br />Member Pust encouraged HRA members to take credit for the ongoing code enforcement, <br /> <br />positively received by all; to address foreclosures in the marketplace; and emphasize the status <br /> <br />of the Green Book; including other sustainability items; as well as the background of the <br /> <br />Problem Property Ordinance being submitted in August and the cooperative work done by the <br /> <br /> <br />City’s Police and Community Development Departments, and the HRA. <br /> <br /> <br /> <br />b.Update on Energy Audit Program <br /> <br /> <br />Housing Coordinator Jeanne Kelsey advised that the mailing for a new program for free energy <br /> <br />audits was mailed out this week, and provided a copy for members, and had been approved in <br /> <br />the HRA’s new marketing directive with money set aside for eighty-three (83) audits in <br /> <br />
