Mr. Paschke <br />149 <br />advised that the new tower would be required, based on other City Code <br />150 <br />regulations, to meet exterior finish restrictions; however, with no final plans <br />151 <br />submitted to-date, staff was unable to address those issues until receipt of those <br />152 <br />plans, which would be handled administratively. Mr. Paschke noted, however, <br />153 <br />that water towers are exempt from screening and height requirements. <br />154 <br />Mr. Klebeck advised that the height of the new tower was still being worked out, <br />155 <br />with cost considerations a part of that equation based on the type of construction <br />156 <br />materials used. Mr. Klebeck anticipated that the final overall height would be <br />157 <br />thirty feet (30’). Mr. Klebeck advised that the height considerations were further <br />158 <br />based on service to the City in maintaining pumping pressure and high-service <br />159 <br />pumps with limited operations during peak energy times. <br />160 <br />Mr. Klebeck assured the Commissioners and public that the final height <br />161 <br />consideration, while still under discussion, and impacts to the neighborhood <br />162 <br />aesthetically for surrounding streets, park land, homes, and the entire <br />163 <br />neighborhood was a prime concern in their attempts to minimize that impact. <br />164 <br />Mr. Paschke committed to having finalized designs, once submitted, available on <br />165 <br />the City’s website for public dissemination, with boards displayed at City Hall as <br />166 <br />well. <br />167 <br />Commissioner Wozniak suggested that the applicant consider having information <br />168 <br />displayed at the park for public information as well. <br />169 <br />Mr. Lloyd noted that the Community Development Department web page was <br />170 <br />consistently updated with more significant developments occurring in the <br />171 <br />community and would be the place to find information about the reservoir project <br />172 <br />as it became available. <br />173 <br />Carole Rust, 1826 Alameda Street <br />174 <br />Ms. Rust questioned impacts to the surrounding old-growth forest during <br />175 <br />construction, noting that the environment, plants, and wildlife were of vital <br />176 <br />importance to the community, while facilitating access for demolition and/or <br />177 <br />construction activities. <br />178 <br />Mr. Lloyd reviewed the access to the reservoir site itself versus Alta Vista Road <br />179 <br />and the park, noting the service roads already on the site that would be utilized <br />180 <br />by contractors. <br />181 <br />Mr. Lloyd noted an additional question from the caller he had previously <br />182 <br />mentioned and his question related to National security considerations to make <br />183 <br />sure current and future water sources are secure from tampering and/or attack. <br />184 <br />Steve Schneider, General Manager, St. Paul Regional Water Services <br />185 <br />Without providing specifics due to security issues, Mr. Schneider advised that the <br />186 <br />existing reservoir was secured via alarms and other means, and the new one <br />187 <br />would have similar if not upgraded security functions. <br />188 <br />Discussion among Commissioners, staff and Mr. Schneider included rationale for <br />189 <br />replacing the 1918 structure, built to a higher capacity than now needed due to <br />190 <br />other facilities, and almost exclusive use by only the City of Roseville at this time; <br />191 <br />construction of the current structure with materials of non-reinforced concrete, <br />192 <br />and deterioration of that structure since its original construction, even though <br />193 <br />amazing in its structure and architectural features in the interior of the tank. <br />194 <br />Mr. Schneider offered to arrange for limited tours for interested city officials, but <br />195 <br />unfortunately not available for the general public due to safety considerations, <br />196 <br />and the need to outfit visitors with harnessing equipment, etc. <br />197 <br />Chair Doherty closed the Public Hearing at 7:13 p.m., with no one else appearing <br />198 <br />for or against. <br />199 <br /> <br />
