Planning Commission Meeting <br />Minutes – Wednesday, February 03, 2010 <br /> <br />Page 5 <br />Discussion among Commissioners and staff included clarifying that design/build <br />200 <br />issues were not before the Planning Commission, and since construction of the <br />201 <br />tower is a permitted use, there would be no further hearing before the Planning <br />202 <br />Commission or City Council, with only administrative review and approval at the <br />203 <br />staff level for those aspects of the project. Mr. Paschke again advised that only <br />204 <br />purpose for this hearing was for the Interim Use application for the crushing <br />205 <br />operation that required Planning Commission and City Council action. <br />206 <br />Further discussion included the advantages in minimizing impacts by crushing <br />207 <br />and reusing the materials on-site rather than trucking them off site and creating <br />208 <br />additional truck traffic and noise. <br />209 <br />Mr. Paschke advised that, in reference to crushing operation noises, he had <br />210 <br />personally visited a crushing site at I-694 and the former Ramsey County Public <br />211 <br />Works Garage on Rice Street in Roseville, to document the operation on film with <br />212 <br />sound to better determine actual impacts. Mr. Paschke advised that there was <br />213 <br />minimal noise at 150’ and that it didn’t sound much different than standing next to <br />214 <br />I-694, with that crushing site located just off Owasso Boulevard. Mr. Paschke <br />215 <br />advised that there was construction-type noise all around the site, but as one <br />216 <br />moved further away, it was not that obvious, and blended with other surrounding <br />217 <br />noises. Mr. Paschke advised that residential properties adjacent to this site were <br />218 <br />not as close in proximity as homes were for that previous project. <br />219 <br />Commissioners Gottfried and Gisselquist concurred that attempting to complete <br />220 <br />the crushing operation in the spring was fortuitous and that crushing on site, as <br />221 <br />opposed to the noise and dust from trucks hauling off-site was the lesser of two <br />222 <br />evils in getting the work completed. <br />223 <br />MOTION <br />224 <br />Member Boerigter moved, seconded by Member Wozniak to RECOMMEND <br />225 <br />TO THE CITY COUNCIL APPROVAL of an INTERIM USE for Saint Paul <br />226 <br />Regional Water Services (SPRWS) to allow the temporary recycling of <br />227 <br />concrete at the Dale Street Reservoir, 1901 Alta Vista Drive, based on the <br />228 <br />comments and findings of Section 4 – 6 and the conditions of Section 7 as <br />229 <br />detailed in the staff report dated February 03, 2010; <br />amended as follows: <br />230 <br /> <br /> Condition H: modify completion date from April 30 to May 15, 2010. <br />231 <br />Commissioner Wozniak encouraged the applicant and City staff to take every <br />232 <br />available option to update the community with the status of the project as it <br />233 <br />pertains to final design. <br />234 <br />Mr. Paschke duly noted this request. <br />235 <br />Ayes: 5 <br />236 <br />Nays: 0 <br />237 <br />Motion carried. <br />238 <br />Chair Doherty noted that the case was scheduled to be heard by the City Council <br />239 <br />at their February 22, 2010 meeting. <br />240 <br />b. PLANNING FILE 10-002 <br />241 <br />Request by Raiz Hussain for approval of an amendment to an existing <br />242 <br />CONDITIONAL USE PERMIT to allow the parking areas adjacent to Autumn <br />243 <br />Street to remain at 1901 Lexington Avenue. <br />244 <br />Chair Doherty opened the Public Hearing for Project File 10-002 at 7:22 p.m. <br />245 <br />Associate Planner Bryan Lloyd reviewed staff’s analysis of the request by Raiz <br />246 <br />Hussain for an amendment to an existing CONDITIONAL USE PERMIT to allow <br />247 <br />the parking areas adjacent to Autumn Street to remain at 1901 Lexington <br />248 <br />Avenue. Mr. Lloyd noted that the Public Hearing was opened at the January 6, <br />249 <br />2010 meeting of the Planning Commission; however, there was no discussion of <br />250 <br /> <br />
