Planning Commission Meeting
Minutes – Wednesday, June 02, 2010
Page 15
Commissioners Gottfried and Boerigter and Chair Doherty concurred with staffs’
715
recommendation; speaking in support of an amendment designating both parcels
716
as LDR-1.
717
Commissioner Wozniak expressed concern about including the corner parcel.
718
Bahnemann Parcel (Eugene Bahnemann), 2656 N Lexington Avenue
719
Chair Doherty advocated that the proposed zoning designation not be changed
720
for this parcel; noting the series of properties on the east side of Lexington
721
Avenue guided for HD; opining that this corridor was a prime area for
722
redevelopment for HD due to its public transit accessibility.
723
Each Commissioner concurred that no designation change be proposed.
724
Steve Enzler, 1995 W County Road B AND 2023 County Road B (different
725
owner)
726
Chair Doherty clarified that the Comprehensive Plan guided the parcels for
727
Medium Density, and Mr. Enzler requested that both parcels be guided as
728
Single-Family Residential.
729
Chair Doherty and each individual Commissioner spoke in support of a minimum
730
Medium Density to follow the Comprehensive Plan guidance and for consistency
731
for both parcels; and recommending such to the City Council.
732
Unidentified female speaker; resident of the nearby Ferriswood townhomes
733
The speaker spoke in opposition to the Enzler property proposal; and referenced
734
the Orchard parcel and proposed redevelopment of that property and public
735
opposition expressed at that time for a project of such density. The speaker
736
expressed concern that there was nothing on the draft zoning map indicating
737
Medium Density, but rather designating the parcels as Low Density; and opined
738
that the Ferriswood property owners had been “railroaded” by this process.
739
Commissioner Gottfried defended the recommendation to the City Council for
740
Comprehensive Plan Amendment to hold this property consistent at the same
741
level as Ferriswood at Medium Density.
742
Mr. Paschke clarified that the referenced “Orchard Site Project” located at 2025
743
County Road B had failed.
744
MOTION
745
Member Boerigter moved, seconded by Member Doherty for the City
746
Council to consider further Comprehensive Land Use Map and Zoning
747
Designation Amendments to the following properties:
748
Cedric Adams Parcel

749
556 County Road C (and adjacent parcel to the west) currently zoned
750
Single-family Residential and recommended for HR be amended to Low
751
Density and as LDR-1 zoning (PIN 12-29-23-22-0003), and removed from
752
current consideration and added into the list of anomaly properties due
753
to the unique terrain issues, and anticipating that this process may
754
place an additional 2-3 month delay on zoning designation and
755
redevelopment.
756
Steve Enzler Request, 1995 W County Road B and 2023 County Road B

757
(different owner)
758
Each individual Commissioner spoke in support of an Amendment for a
759
minimum Comprehensive Plan guidance of Medium Density Residential
760
for consistency with both parcels and a zoning designation of Medium
761
Density.
762
Commissioner Gisselquist expressed his preference for the Enzler parcel to
763
remain LR.
764
