Planning Commission Meeting <br />Minutes – Wednesday, June 02, 2010 <br />Page 15 <br />Commissioners Gottfried and Boerigter and Chair Doherty concurred with staffs’ <br />715 <br />recommendation; speaking in support of an amendment designating both parcels <br />716 <br />as LDR-1. <br />717 <br />Commissioner Wozniak expressed concern about including the corner parcel. <br />718 <br />Bahnemann Parcel (Eugene Bahnemann), 2656 N Lexington Avenue <br />719 <br />Chair Doherty advocated that the proposed zoning designation not be changed <br />720 <br />for this parcel; noting the series of properties on the east side of Lexington <br />721 <br />Avenue guided for HD; opining that this corridor was a prime area for <br />722 <br />redevelopment for HD due to its public transit accessibility. <br />723 <br />Each Commissioner concurred that no designation change be proposed. <br />724 <br />Steve Enzler, 1995 W County Road B AND 2023 County Road B (different <br />725 <br />owner) <br />726 <br />Chair Doherty clarified that the Comprehensive Plan guided the parcels for <br />727 <br />Medium Density, and Mr. Enzler requested that both parcels be guided as <br />728 <br />Single-Family Residential. <br />729 <br />Chair Doherty and each individual Commissioner spoke in support of a minimum <br />730 <br />Medium Density to follow the Comprehensive Plan guidance and for consistency <br />731 <br />for both parcels; and recommending such to the City Council. <br />732 <br />Unidentified female speaker; resident of the nearby Ferriswood townhomes <br />733 <br />The speaker spoke in opposition to the Enzler property proposal; and referenced <br />734 <br />the Orchard parcel and proposed redevelopment of that property and public <br />735 <br />opposition expressed at that time for a project of such density. The speaker <br />736 <br />expressed concern that there was nothing on the draft zoning map indicating <br />737 <br />Medium Density, but rather designating the parcels as Low Density; and opined <br />738 <br />that the Ferriswood property owners had been “railroaded” by this process. <br />739 <br />Commissioner Gottfried defended the recommendation to the City Council for <br />740 <br />Comprehensive Plan Amendment to hold this property consistent at the same <br />741 <br />level as Ferriswood at Medium Density. <br />742 <br />Mr. Paschke clarified that the referenced “Orchard Site Project” located at 2025 <br />743 <br />County Road B had failed. <br />744 <br />MOTION <br />745 <br />Member Boerigter moved, seconded by Member Doherty for the City <br />746 <br />Council to consider further Comprehensive Land Use Map and Zoning <br />747 <br />Designation Amendments to the following properties: <br />748 <br /> Cedric Adams Parcel <br /> <br />749 <br />556 County Road C (and adjacent parcel to the west) currently zoned <br />750 <br />Single-family Residential and recommended for HR be amended to Low <br />751 <br />Density and as LDR-1 zoning (PIN 12-29-23-22-0003), and removed from <br />752 <br />current consideration and added into the list of anomaly properties due <br />753 <br />to the unique terrain issues, and anticipating that this process may <br />754 <br />place an additional 2-3 month delay on zoning designation and <br />755 <br />redevelopment. <br />756 <br />Steve Enzler Request, 1995 W County Road B and 2023 County Road B <br /> <br /> <br />757 <br />(different owner) <br />758 <br />Each individual Commissioner spoke in support of an Amendment for a <br />759 <br />minimum Comprehensive Plan guidance of Medium Density Residential <br />760 <br />for consistency with both parcels and a zoning designation of Medium <br />761 <br />Density. <br />762 <br />Commissioner Gisselquist expressed his preference for the Enzler parcel to <br />763 <br />remain LR. <br />764 <br /> <br />
