Ms. Ward-Rannow <br />816 <br />advised that proposed zoning code language for residential design standards <br />817 <br />would no longer allow that configuration, and would require substantial revision of <br />818 <br />their plans and additional costs, and may not make the addition feasible. Ms. <br />819 <br />Ward Rannow reminded Commissioners of the attraction for young families to <br />820 <br />purchase homes in Roseville allowing for larger lots and more back yard space. <br />821 <br />Ms. Ward-Rannow requested that the Commission consider their rationale for <br />822 <br />proposed design standards, and if they were based only on aesthetics and <br />823 <br />whether they were practical for Roseville’s older housing stock; and perhaps <br />824 <br />making other communities more attractive in the long-run than Roseville. <br />825 <br />Discussion among Commissioners included variance applications; defining what <br />826 <br />the language “to the extent feasible” meant; necessity for providing flexibility in <br />827 <br />the zoning code language; and individual concerns with proposed design <br />828 <br />standards. <br />829 <br />Jim Anderson, 2085 Marion Street (SW corner of Burke and Marion) <br />830 <br />Mr. Anderson addressed current and proposed setback language specific to <br />831 <br />corner lots. Mr. Anderson advised that he was considering a garage on the back <br />832 <br />of his property (a corner lot) and whether the proposed language would <br />833 <br />significantly or negatively impact those plans and accesses. <br />834 <br />Paul Johnston, 1406 Burke Avenue <br />835 <br />Off microphone, Mr. Johnston spoke in opposition to the Commission’s attempts <br />836 <br />to codify aesthetics, referencing page 7, paragraph 3 (1003.08 LDR) of the <br />837 <br />proposed zoning language related to Open Space and utilities, dimensions and <br />838 <br />other standards. <br />839 <br />Mr. Paschke noted that each case was different, but that they were all required to <br />840 <br />meet specific restrictions when making improvements, and that an engineer <br />841 <br />would determine whether a specific improvement and parcel met storm water <br />842 <br />runoff mitigation requirements. <br />843 <br />Mr. Johnston futher opined that, while the Commission noted citizens attempting <br />844 <br />to dictate what private property owners did on their property (i.e., Har Mar Mall), <br />845 <br />the proposed zoning language was doing the same thing. <br />846 <br />Chair Doherty recessed the Public comment section for this item at 10:50 p.m., <br />847 <br />due to the lateness of the hour, and suggested that it be continued to the July <br />848 <br />2010 meeting. <br />849 <br />MOTION <br />850 <br />Member Gottfried moved, seconded by Member Gisselquist to CONTINUE <br />851 <br />this Public Hearing and consideration of this item at the July 2010 meeting. <br />852 <br />Ayes: 7 <br />853 <br />Nays: 0 <br />854 <br />Motion carried. <br />855 <br />c.
