Call to Order <br />1 <br />Chair Doherty called to order the Planning Commission meeting at approximately 5:30 <br />2 <br />p.m. and reviewed the role and purpose of the Planning Commission. <br />3 <br />2. Roll Call & Introductions <br />4 <br />City Planner Thomas Paschke called the Roll. <br />5 <br />Members Present: Chair Jim Doherty; and Commissioners Glenn Cook; Daniel <br />6 <br />Boerigter; Joe Wozniak; with Commissioner John Gisselquist <br />7 <br />arriving at about 5:45 p.m.; and Commissioner Thomas Gottfried <br />8 <br />arriving at about 6:25 p.m. <br />9 <br />Members Absent: Andre Best <br />10 <br />Staff present: City Planner Thomas Paschke; Associate Planner Bryan Lloyd; <br />11 <br />3. Public Hearings - New <br />24 <br />Chair Doherty reviewed the purpose and process of public hearings before the Planning <br />25 <br />Commission. <br />26 <br />c. PLANNING FILE 10-001 <br />27 <br />Request by Saint Paul Regional Water Services (SPRWS) for approval of <br />28 <br />concrete recycling as an INTERIM USE at the Dale Street Reservoir, 1901 <br />29 <br />Alta Vista Drive <br />30 <br />Chair Doherty opened the Public Hearing for Planning File 10-001 at 6:38 p.m. <br />31 <br />City Planner Thomas Paschke reviewed staff’s analysis of the request by the <br />32 <br />SPRWS to replace the Dale Street Reservoir at 1901 Alta Vista Drive, rather than <br />33 <br />trucking out the concrete rubble from demolition of the existing reservoir. Mr. <br />34 <br />Paschke advised that the crushed concrete material was proposed for reuse in <br />35 <br />construction of the new reservoir, and that the SPRWS was seeking approval of <br />36 <br />a temporary concrete crushing/recycling operation as an INTERIM USE, <br />37 <br />pursuant to City Code, Section 1013.09 (Interim Uses). Mr. Paschke noted that <br />38 <br />the project had received previous approval in February and an extension in <br />39 <br />March; however, due to a number of unforeseen and complicated setbacks, the <br />40 <br />extension date expired and the project was required to go through the Interim <br />41 <br />Use process once again. <br />42 <br />Staff recommended approval of the requested INTERIM USE, based on the <br />43 <br />comments and findings of Sections 4 – 6, and subject to conditions as detailed in <br />44 <br /> <br />
