Planning Commission Board Meeting City Council Chambers, 2660 Civic Center Drive Minutes – Wednesday, July 07, 2010 1. Call to Order 1 Chair Doherty called to order the Planning Commission meeting at approximately 5:30 2 p.m. and reviewed the role and purpose of the Planning Commission. 3 2. Roll Call & Introductions 4 City Planner Thomas Paschke called the Roll. 5 Members Present: Chair Jim Doherty; and Commissioners Glenn Cook; Daniel 6 Boerigter; Joe Wozniak; with Commissioner John Gisselquist 7 arriving at about 5:45 p.m.; and Commissioner Thomas Gottfried 8 arriving at about 6:25 p.m. 9 Members Absent: Andre Best 10 Staff present: City Planner Thomas Paschke; Associate Planner Bryan Lloyd; 11 3. Review of Minutes 12 MOTION 13 Member Cook moved, seconded by Member Wozniak to approve meeting minutes 14 of June 02, 2010 as presented. 15 Ayes: 4 16 Nays: 0 17 Motion carried. 18 4. From the Commission or Staff 22 None. 23 5. Public Hearings - New 24 Chair Doherty reviewed the purpose and process of public hearings before the Planning 25 Commission. 26 c. PLANNING FILE 10-001 27 Request by Saint Paul Regional Water Services (SPRWS) for approval of 28 concrete recycling as an INTERIM USE at the Dale Street Reservoir, 1901 29 Alta Vista Drive 30 Chair Doherty opened the Public Hearing for Planning File 10-001 at 6:38 p.m. 31 City Planner Thomas Paschke reviewed staff’s analysis of the request by the 32 SPRWS to replace the Dale Street Reservoir at 1901 Alta Vista Drive, rather than 33 trucking out the concrete rubble from demolition of the existing reservoir. Mr. 34 Paschke advised that the crushed concrete material was proposed for reuse in 35 construction of the new reservoir, and that the SPRWS was seeking approval of 36 a temporary concrete crushing/recycling operation as an INTERIM USE, 37 pursuant to City Code, Section 1013.09 (Interim Uses). Mr. Paschke noted that 38 the project had received previous approval in February and an extension in 39 March; however, due to a number of unforeseen and complicated setbacks, the 40 extension date expired and the project was required to go through the Interim 41 Use process once again. 42 Staff recommended approval of the requested INTERIM USE, based on the 43 comments and findings of Sections 4 – 6, and subject to conditions as detailed in 44
