Planning Commission Meeting <br />Minutes – Wednesday, July 07, 2010 <br />Page 2 <br />Section 7 and similar to previous conditions, of the staff report dated July 07, <br />45 <br />2010. <br />46 <br />Mr. Paschke provided, as a bench handout, attached hereto and made a part <br />47 <br />thereof, written comments received by the SPRWS at their Open House held on <br />48 <br />July 6, 2009. <br />49 <br />Applicant Representatives, Douglas E. Klamerus, Sr. Professional <br />50 <br />Engineer, Water Services with Short, Elliot Hendrickson, Inc. – Contractor <br />51 <br />Discussion among Commissioners, staff and the applicant included plans for the <br />52 <br />final reservoir; final fill materials; actual direction of the aerial views and tree <br />53 <br />lines; existing and proposed grades; reuse of current tank materials to build up <br />54 <br />the foundation of the new tank; native seed and grass materials on the site to <br />55 <br />reduce maintenance; reinforcing steel to be hauled off-site and remaining <br />56 <br />concrete material to be crushed on site; and unexpected discovery of an <br />57 <br />additional twelve inch (12”) reinforced slap on the top of the existing tank, <br />58 <br />causing additional project delays. <br />59 <br />Member Wozniak encouraged staff to post this most current information on the <br />60 <br />City’s website at staff’s earliest convenience. <br />61 <br />Chair Doherty closed the Public Hearing at 5:52 p.m., with no one appearing for <br />62 <br />or against. <br />63 <br />MOTION <br />64 <br />Member Wozniak moved, seconded by Member Boerigter to RECOMMEND <br />65 <br />TO THE CITY COUNCIL APPROVAL of an INTERIM USE for Saint Paul <br />66 <br />Regional Water Services (SPRWS) to allow the temporary recycling of <br />67 <br />concrete at the Dale Street Reservoir, 1901 Alta Vista Drive; based on the <br />68 <br />comments and findings of Section 4 – 6, and the conditions of Section 7, as <br />69 <br />detailed in the staff report dated July 07, 2010. <br />70 <br />Ayes: 5 <br />71 <br />Nays: 0 <br />72 <br />Motion carried. <br />73 <br />Chair Doherty noted that the case was scheduled to be heard by the City Council <br />74 <br />at their July 12, 2010 meeting. <br />75 <br />6. Public Hearings - Continued <br />76 <br />a. PROJECT FILE 0017 <br />77 <br />Request by the Roseville Planning Division Adopting new regulations for <br />78 <br />Title 10, Zoning Regulations, pertaining to the COMMERCIAL AND MIXED <br />79 <br />USE DISTRICTS <br />80 <br />Chair Doherty opened the Public Hearing for PROJECT FILE 0017 at 5:53 p.m. <br />81 <br />City Planner Thomas Paschke reviewed this request and recommended approval <br />82 <br />of draft Commercial and Mixed Use District requirements, establishing new <br />83 <br />regulations under Title 10, Zoning Regulations, pertaining to the COMMERCIAL <br />84 <br />AND MIXED USE DISTRCITS, as presented and detailed in the Request for <br />85 <br />Planning Commission Action dated July 7, 2010. <br />86 <br />Mr. Paschke advised that the primary proposed changes to the existing Zoning <br />87 <br />Code, in effect since the inception of the City of Roseville, with multiple <br />88 <br />amendments throughout the years, included formatting for better clarify; the <br />89 <br />addition of illustrative examples of the intent of various sections of the ordinance; <br />90 <br />and those substantive changes to the existing code detailed in Section 4.2 of the <br />91 <br />Request for Planning Commission Action dated July 7, 2010. Mr. Paschke <br />92 <br />advised that those changes were related to design standards; a simplification of <br />93 <br />the Use Table; clarification and an update of dimensional standards; and the <br />94 <br /> <br />
