Klamerus, Sr. Professional 50 Engineer, Water Services with Short, Elliot Hendrickson, Inc. – Contractor 51 Discussion among Commissioners, staff and the applicant included plans for the 52 final reservoir; final fill materials; actual direction of the aerial views and tree 53 lines; existing and proposed grades; reuse of current tank materials to build up 54 the foundation of the new tank; native seed and grass materials on the site to 55 reduce maintenance; reinforcing steel to be hauled off-site and remaining 56 concrete material to be crushed on site; and unexpected discovery of an 57 additional twelve inch (12”) reinforced slap on the top of the existing tank, 58 causing additional project delays. 59 Member Wozniak encouraged staff to post this most current information on the 60 City’s website at staff’s earliest convenience. 61 Chair Doherty closed the Public Hearing at 5:52 p.m., with no one appearing for 62 or against. 63 MOTION 64 Member Wozniak moved, seconded by Member Boerigter to RECOMMEND 65 TO THE CITY COUNCIL APPROVAL of an INTERIM USE for Saint Paul 66 Regional Water Services (SPRWS) to allow the temporary recycling of 67 concrete at the Dale Street Reservoir, 1901 Alta Vista Drive; based on the 68 comments and findings of Section 4 – 6, and the conditions of Section 7, as 69 detailed in the staff report dated July 07, 2010. 70 Ayes: 5 71 Nays: 0 72 Motion carried. 73 Chair Doherty noted that the case was scheduled to be heard by the City Council 74 at their July 12, 2010 meeting. 75 6. Public Hearings - Continued 76 a. PROJECT FILE 0017 77 Request by the Roseville Planning Division Adopting new regulations for 78 Title 10, Zoning Regulations, pertaining to the COMMERCIAL AND MIXED 79 USE DISTRICTS 80 Chair Doherty opened the Public Hearing for PROJECT FILE 0017 at 5:53 p.m. 81 City Planner Thomas Paschke reviewed this request and recommended approval 82 of draft Commercial and Mixed Use District requirements, establishing new 83 regulations under Title 10, Zoning Regulations, pertaining to the COMMERCIAL 84 AND MIXED USE DISTRCITS, as presented and detailed in the Request for 85 Planning Commission Action dated July 7, 2010. 86 Mr. Paschke advised that the primary proposed changes to the existing Zoning 87 Code, in effect since the inception of the City of Roseville, with multiple 88 amendments throughout the years, included formatting for better clarify; the 89 addition of illustrative examples of the intent of various sections of the ordinance; 90 and those substantive changes to the existing code detailed in Section 4.2 of the 91 Request for Planning Commission Action dated July 7, 2010.
