Planning Commission Meeting
Minutes – Wednesday, August 04, 2010
Page 6
to be corrected, since the parcel had a house already built on it, and should be
246
designated as LR.
247
2030 County Road D – Half of Property zoned business in 1970’s to allow salon
248
Mr. Paschke advised that the current designation of LR (Low Density Residential)
249
should be corrected to NB (Neighborhood Business) for both the north and south
250
portions to be consistent with the use of the site, since this was one lot.
251
Gunnar Pettersen, Current Property Owner
252
The property owner advised that there was originally a residence on both
253
parcels, but that when he’d developed the salon on the corner, it had been
254
rezoned with a setback variance to allow the house and shop on the lot line, and
255
that it was still designated as two (2) lots, but that he had left it as one address to
256
avoid confusion.
257
Mr. Paschke advised that it hadn’t been detected since the 2 lots were listed
258
under one PID and combined for tax purposes.
259
1085 Roma Avenue – Owned by adjacent business
260
Staff recommended designation from LR to NB for consistency with the land use
261
as a business (a multi-tenant office building) since the 1990’s.
262
2088 Fry Street – 3 unit apartment
263
Staff recommended land use designation from the current LR to MR, consistent
264
with its use.
265
2211 Hamline Avenue
266
Staff recommended land use designation from LR to O (Office).
267
2353 Chatsworth Street – Real Life Church
268
Mr. Paschke advised that, unfortunately when the Comprehensive Plan
269
Amendment process was done, this parcel was not included in that zoning
270
change for all churches and other institutional uses to go to IN (Institutional)
271
designation, and was being corrected at this time.
272
Richard A. Fair – 39 Mallard Road – North Oaks
273
Mr. Fair advised that he had received notice of the proposed designation change;
274
however, he was unsure of the process when proposed regulations for IN zoning
275
are still in their draft form; and expressed his preference to review the
276
designation and any ramifications on the church for that property.
277
Mr. Paschke advised that, once the regulations are completed in their draft form,
278
they would come before the Planning Commission for review and public
279
comment, possibly in September. Mr. Paschke suggested that the speaker refer
280
to the City’s website or provide staff with a name and e-mail address to receive
281
future notice.
282
Mr. Fair advised that the Church also owns the property across the street at 2315
283
Lowell Avenue, currently having a single-family dwelling on it, and noted rezoning
284
as HD and sought additional information on ramifications of that designation;
285
noting that the home had originally been a parsonage and remained part of the
286
church property.
287
Mr. Paschke, while not having the property’s history available at this time, noted
288
that the 2315 parcel had been guided as HDR for some time and that there was
289
no recommendation to change that designation at this time.
290
Mr. Lloyd clarified that, since 1979, the parcel at 2315 had been identified as LR
291
land use, but that the zoning had never been corrected to be consistent with that
292
designation.
293
2758 and 2759 Virginia Avenue
294
Staff noted that the parcels may have been identified at one time by the City for
295
