Planning Commission Meeting <br />Minutes – Wednesday, August 04, 2010 <br />Page 9 <br />Lexington Avenue Business Property (at Woodhill and Lexington) <br />395 <br />Mr. Paschke noted that these parcels, owned by the George Reiling Estate, had <br />396 <br />always been zoned Limited Business District, and should be designated under <br />397 <br />new land use designations as NB (Neighborhood Business) not the current LR <br />398 <br />(Low Density Residential). <br />399 <br />Mildred Drive – Private property <br />400 <br />Mr. Paschke noted that this non-addressed property was privately owned and <br />401 <br />should be designated LR rather than the current POS, whether developable or <br />402 <br />not. <br />403 <br />Rice Street private property <br />404 <br />Staff recommended that the current designation as W be corrected to CB <br />405 <br />(Community Business. <br />406 <br />Discussion included clarifying that this parcel is adjacent to an existing cell tower. <br />407 <br />2535, 2545, 2571 Rice Street <br />408 <br />Mr. Paschke noted that these parcels had single-family homes built on them for <br />409 <br />many years, and should be designated as LR rather than the current designation <br />410 <br />of POS. <br />411 <br />**2253 and 2266 St. Croix Street and 2265 St. Stephen Street –Private <br />412 <br />properties <br />413 <br />Staff recommended land use designation as LR from the current designation of <br />414 <br />POS, all privately owned and having homes on them. <br />415 <br />Victoria Street N – Roselawn Cemetery Property <br />416 <br />Mr. Paschke noted that current designation shows this area adjacent to <br />417 <br />Roselawn Cemetery property as POS; however, they should be designated as IN <br />418 <br />(Institutional) use similar to the remainder of Roselawn Cemetery. <br />419 <br />*3253 and 3261 Old Highway 8 <br />420 <br />*As Mr. Paschke previously noted, these parcels are scheduled to be considered <br />421 <br />at the Special Planning Commission meeting scheduled on Wednesday, August <br />422 <br />25, 2010. <br />423 <br />Rita Mix, 3207 Old Highway 8 <br />424 <br />Ms. Mix, on behalf of neighbors adjacent to these parcels, sought clarification on <br />425 <br />staff’s recommendation for this property for higher density use. <br />426 <br />Mr. Paschke noted that the charge to staff from the City Council was to hold a <br />427 <br />public hearing on guiding the property for lower density; and their consideration <br />428 <br />for the parcels be guided as LR (Low Density Residential). Mr. Paschke advised <br />429 <br />that he was unsure at this point whether staff or the Planning Commission was <br />430 <br />supportive of that recommendation; but that the published and mailed public <br />431 <br />hearing notice had indicated designation changing from HR (High Density <br />432 <br />Residential) to LR. Mr. Paschke noted that the current property owner was <br />433 <br />opposed to that proposed designation. <br />434 <br />Ms. Mix advised that the neighborhood supported a LR designation; and sought <br />435 <br />information as to whether neighbors would be noticed and/or heard. <br />436 <br />Mr. Paschke advised that notices had already been mailed out; however, he <br />437 <br />asked that Ms. Mix provide staff with an e-mail address where she could be <br />438 <br />contacted, and staff would provide an e-mail notice to her as well as a copy of <br />439 <br />the staff report in advance for distribution to the neighbors for their information <br />440 <br />and so they could be heard at the meeting on August 25. <br />441 <br />Bench Handout – 165 W Owasso Blvd – east half of property – zoned B-1 <br />442 <br />Mr. Paschke provided as a bench handout, attached hereto and made a part <br />443 <br />thereof, an additional property map for 165 West [South] Owasso Boulevard for <br />444 <br /> <br />
