Call to Order <br />1 <br />Chair Doherty called to order the Planning Commission meeting at approximately 5:30 <br />2 <br /> <br />p.m. and reviewed the role and purpose of the Planning Commission. <br />3 <br />2. Roll Call & Introductions <br />4 <br />City Planner Thomas Paschke called the Roll. <br />5 <br />Members Present: Chair Jim Doherty; and Commissioners John Gisselquist; Andre <br />6 <br />Best; Joe Wozniak; Glenn Cook; and Daniel Boerigter; with <br />7 <br />Commissioner Thomas Gottfried arriving later in the meeting. <br />8 <br />Staff present: City Planner Thomas Paschke and Associate Planner Bryan <br />9 <br />Lloyd <br />10 <br />3. Communications and Recognitions: <br />31 <br />a. From the Public (Public Comment on items not on the agenda) <br />32 <br />nd <br />Terry O’Leary, property owner of parcel at Dale Street and Highway 36 (2 <br />33 <br />parcel in and south of Highway 36) <br />34 <br />Mr. O’Leary reviewed this, as well as an adjacent property, each having single- <br />35 <br />family homes on them now, and his plans to split the property in order to build <br />36 <br />two (2) apartment buildings, and his work to-date on the property to remove a <br />37 <br />dilapidated storage shed and other abatement concerns; as well as his frustration <br />38 <br />with trespassers on the property taking fruit from apple trees and potential liability <br />39 <br />for him. Mr. O’Leary expressed frustration with his perceptions of <br />40 <br />miscommunication on the current and proposed zoning of the parcels during the <br />41 <br />rezoning process; his attendance at past meetings; and communication between <br />42 <br />him and the adjacent property owner regarding potential sale and redevelopment <br />43 <br />of their respective parcels. Mr. O’Leary questioned the interest of the School <br />44 <br />District, owner of adjacent property abutting their tennis courts and school <br />45 <br />building (Parkview); and how and why the property was recommended for <br />46 <br />rezoning; and questioned his procedure to resolve these issues.
