Planning Commission Special Meeting <br />Minutes – Wednesday, September 29, 2010 <br />Page 7 <br />and staff’s review of their rationale in recommending that the land use <br />310 <br />designation remain HDR, based on previously-stated considerations and factors. <br />311 <br />Based on his preference for a buffer and the geographical uses of adjacent <br />312 <br />southern properties, Member Gottfried spoke in support of MDR for these <br />313 <br />parcels. <br />314 <br />Member Cook spoke in support of MDR designation. <br />315 <br />Member Boerigter spoke in opposition to any consideration of LDR and was <br />316 <br />amenable to either MDR or HDR. However, Member Boerigter noted the <br />317 <br />Comprehensive Plan guidance for over twenty (20) years as HDR without public <br />318 <br />concern, and expressed his inclination to retain that designation. <br />319 <br />Member Best concurred with Member Boerigter that LDR made no sense; and <br />320 <br />his inclination toward MDR or HDR, reiterating the Comprehensive Plan <br />321 <br />guidance for so long; suggesting that it appeared to be the highest and best use <br />322 <br />of the property for HDR; with his only support for MDR based on traffic and safety <br />323 <br />issues. <br />324 <br />MOTION <br />325 <br />Member Boerigter moved, seconded by Member Doherty to RECOMMEND <br />326 <br />TO THE CITY COUNCIL that the Comprehensive Plan – Land Use Map <br />327 <br />designation for 3253 and 3261 Old Highway 8 remain High Density <br />328 <br />Residential versus being changed to Low Density Residential <br />329 <br />Ayes: 3 <br />330 <br />Nays: 4 <br />331 <br />Motion failed. <br />332 <br />MOTION <br />333 <br />Member Gisselquist moved, seconded by Member Gottfried to <br />334 <br />RECOMMEND TO THE CITY COUNCIL that the Comprehensive Plan – Land <br />335 <br />Use designation for 3253 and 3261 Old Highway 8 change from High <br />336 <br />Density Residential to Medium Density Residential <br />337 <br />Discussion included Mr. Paschke advising Commissioners that state statute <br />338 <br />required that Comprehensive Plan amendments receive a super-majority vote of <br />339 <br />Commissioners; and suggested that Commissioners base their recommendation <br />340 <br />to the City Council on their deliberations, public comment of adjacent and/or <br />341 <br />subject property owners; developer comment; history of the property and its land <br />342 <br />use designation; and their individual instincts as to what they thought was most <br />343 <br />appropriate. <br />344 <br />Ayes: 5 <br />345 <br />Nays: 1 <br />346 <br />Motion carried. <br />347 <br />Mr. Paschke advised that the recommendation would be heard at the City <br />348 <br />Council level in October; and encouraged public comment, questions or requests <br />349 <br />for additional information be directed to him at City Hall, and provided that <br />350 <br />contact information. <br />351 <br />Recess: <br />Chair Doherty recessed the meeting for approximately ten (10) minutes, and then <br />352 <br />reconvened. <br />353 <br />b. PLANNING FILE 10-021 <br />354 <br />Request by George C. Brandt, Inc. and T-Mobile for approval of a <br />355 <br />telecommunication monopole facility as a CONDITIONAL USE at 2975 Long <br />356 <br />Lake Road <br />357 <br />Chair Doherty opened the Public Hearing for PLANNING FILE 10-021. <br />358 <br /> <br />
